I haven't confirmed this, but it's quite possible that the Edb-Interface (or some other) mod is conflicting with the one that enables surgery on animals, as the tab doesn't show up.
I know Glittertech will conflict. Here's the discussion and fixing threads (may be relevant):

Additionally, a conflict of just not seeing the animal surgery screen can be fixed by turning off the Health Tab in the Interface Options screen (in esc menu)

I haven't seen any such mods for RimWorld, but I'm hoping, as the engine is pretty awesome.
It would probably be suicide to the motivation, since the updates can and will break compatibility. 
Many of the older mods have completely stopped cause of that, well there was that period of monthly updates too.  Even the awesome choose-your-own-start one stopped for a bit and someone else eventually picked up the torch or something.

Crap, I forgot completely that the Interface mod let you turn off independent screens. Strangely, it's not whether it's on or off, but just flipping it twice fixes it temporarily.

EDIT: Ok, I saw where GlitterTech was overwriting all the animal legs with really weak ones (and all four were the same), I edited the files and gave them their own unique ID.

Hello, darlings. We have a new update. Contains ironman mode, new relationship matrix between characters (now they murder each other), marriages, prison breaks, infestations and whatnots.

Damn I wish we could turn away immigrants. My first trio are all hardworking citizens. Now they were joined by a naked fat dude that refuses to work. He is a medieval minstrel who strolled in wearing a cowboy hat and nothing else.  All work except socializing is prohibited. Fuck.
