Best way to train Dodge is to wear the heaviest full-body armor you've got (Leather, SWAT, Heavy Ceramic) and go stand around at a Factory, preferably near the front door.  Once the Nonunion Workers see you, continue to stand there until they start whacking at you with their Chains.

Continue to stand around, getting swung at and making Dodge rolls, until you either get injured or see the level-up indicator.  (In the squad-list view, their total-skill lights up.  In individual view, the skill itself will light up IF it's visible.)
At this point, run and leave the site.  Repeat as desired.

Personally, I just have one person train gymnastics at the University until they max it, and then have that person train everyone else when they're done.

Takes longer, costs hella more.  But if it works for you, that's what matters.  Continue Liberally!

I train Dodge at the Vegan Co-op. I find one of the few Conservatives there and attack them with a Guitar, playing Music at them. I keep doing this at the Vegan Co-op on that day until my Music and Dodge skills both go up by 1. Then I come back the next day and the day after that, again and again, until my Music and Dodge skills are both maxed out. Best thing about this is, it's totally legal, the place doesn't get shut down, takes less than a month to max out both those skills, and it's pretty safe too, unless you run into someone with a gun (usually a Musician). If you run into someone with a gun at the Vegan Co-op, just run away from them and fight someone else with your Guitar. Most of the people there are unarmed or if they do have weapons they are not very good weapons.

I suppose letting Non-Union Workers at the Factory attack you using Chains might work even better. My strategy of leveling up Dodge at the Vegan Co-op has the disadvantage that most of the Conservatives you run into there (who aren't even that common at that site) just run away from you, and few are willing to fight you. I think there might be a bit of an imbalance with Conservatives running away from battle too often. I already corrected this for Conservatives with juice over 200, but Conservatives with lower juice are still quite prone to running away, unless they have weapons or "animal gloss".

Animal gloss is what guard dogs, tanks, and genetic monsters all have, basically it means they aren't human, so nudity rules don't apply to them, their ages aren't in the same range as human ages, they never die of old age and can therefore potentially live forever, they don't need weapons equipped since they all have special attacks, talking to them has very different options than talking to humans, they are immune to verbal attacks that target heart/wisdom/juice, they have zero effect on public opinion if they end up as sleepers Promoting Liberalism, they are fearless and never back down from a fight, and so on, many things different between creatures with animal gloss and creatures that are human, MOST of them advantageous for having LCS members with animal gloss. So guard dogs, tanks, genetic monsters, they are very useful to have as LCS members. But not as Sleepers! As ACTIVE members. They are useless as Sleepers.

Reason to use Nonunion Workers is that they don't run and letting them swing at you isn't a crime.  You just stand there, they get all Conservative, and then they start swinging.

Now, the chains can ding you up if you've got less than Heavy Ceramic, granted, but it's more or less indefinite Dodge practice.

But this is useless to me because I'm rather stealthy (ie. the members of my action squads have very high Bluff, Disguise and Security and can thus bluff their way in a Army Base or out the bank they just robbed), so they're not very much violence.

So I guess the best way to level up Dodge as well as Music would be to go to the Factory with a Guitar and play music at the Non-Union Workers, then. My strategy of the Vegan Co-op doesn't work QUITE as well... it still works, but you have to watch out for the occasional enemy with a gun, and most of the Conservatives you encounter run away. But it's pretty safe to do at the Vegan Co-op, since you rarely encounter more than one Conservative at a time, and if someone DOES have a gun, it's pretty easy to run away from them. Or you can risk it and level up your Dodge skill against them (usually I think it's a .38 Revolver)... it levels up fairly fast with them shooting at you, and if you're good at dodging, they might not hit you at all and run out of bullets without you getting shot even once. But if they DO shoot you, you can get permanent damage such as losing an eye or spleen or something... not a very good turn of events.

Hmm.  As a general rule, I'd rather not risk my Dodge trainers grinding against a .38.  Even in Heavy Ceramic.

So yeah, I'd go with the Factory.

Not to mention that starting trouble in a Liberal place like the Co-Op seems Conservatively...uncooperative.  <equips sunglasses>

Actually, since the Vegan Co-Op is mostly Liberals, some Moderates, and very few Conservatives, it is the sort of place that ought to be a bastion of Liberalism. Any Conservatives who hang out in such a place are most unwelcome and need to be... well... "cleansed". Or "purged". Or something more Liberal-sounding than that. And anyway, the only people the LCS attacks in the Vegan Co-Op are the tiny percentage of people there who are Conservatives. None of the Liberals or Moderates there get attacked. Really I consider it to be purging what ought to be a Liberal stronghold of unwelcome Conservative lowlifes who don't belong in such a Liberal location in the first place and need to be taught a lesson not to hang out in Liberal areas unless they want to be turned Liberal themselves... which is the reason for playing the Guitar at them to turn them Liberal. It's not like I have the LCS use actual weapons at the Vegan Co-Op. I'm just making the place even MORE Liberal. I'm making it Elite Liberal. The way it ought to be in the first place. :D

I have checked the source code. According to promotesubordinates() in daily.cpp, there are not any checks for whether or not a creature has animal gloss when it gets promoted to be the new leader. The main thing is to have the most juice (which has to be at least 100 juice) and not be brainwashed (a.k.a. "enlightened") and not be in prison for a life sentence or death sentence. Whoever meets those criteria takes over the founder's role, even if they have animal gloss. And creatures with animal gloss (guard dogs, tanks, and genetic monsters) do not age and are potentially immortal.

So YES, in short, you CAN have an immortal leader. :D This is easiest to do with a former guard dog that becomes a CANINE HERO, or a genetic monster... tanks are not quite so easy to recruit as those 2. So having a TANK as the LCS leader is probably the coolest achievement you can get since it's tougher to recruit a tank than a dog or genetic monster. 8)

Now then, how to explain why this is logical. Well a genetic monster can be immortal and not age, that makes sense, since it was genetically engineered and they probably made it so it doesn't age. As for tanks, they can be repaired and have parts replaced. Now as for a dog, well this is more problematic, in the real world, dogs have much shorter lifespans than people. However, I thought of an explanation for this! The dogs are genetically engineered too, by the crazy Eminent Scientists who work at the genetics lab, and are immortal, it's all part of a vast right-wing conspiracy. This also explains why the dogs are capable of talking and stuff like that, too. Genetically engineered, and all that. This game doesn't have magic in it. So, it was done using SCIENCE. Obviously making dogs that talk and can do things humans can do, this involved human DNA, so they are actually part human. And as for the immortality part, the DNA for that came from the experiments that produced the genetic monsters. It all makes perfect sense, the fact that this game has immortal dogs in it. (not really, though)
