Leveling up in liberal activism

Hello,

this is my "first*" play on Liberal Crime Squad, I'm in the first year (2009) and Caroline Wadsworth and her friends (4 sleeper judges, 2 lawyers, a car seller and a cop, and about 15 active liberals) have mostly raided the textile mill, the labs and the chemical plant and have started to raid the Cable and Radio Stations(

) and I want to "level up" in more serious actions (raiding the courthouse, police station, kidnapping important personalities and so on).

How do I do this?

*I started several plays in 2010 but, after several game overs, I just gave up and started playing again this summer.

Make money, buy weapons, tailor armor and train skills.

Make sure you have at least one person who knows how to drive and at least one person that knows first aid. You can consider upgrading your safehouse and fighting off the inevitable raids that will come from all the heat you'll be gathering, I hear that's really good for LCS publicity.

Your fighters will gain juice quickly, I like to use those recruitment slots to make a preliminary trip to each site I'm going to go to, to pick up a sleeper Janitor or Secretary.

Finally, your kill squad will eventually die, or be arrested and cleared of all charges (Which puts them in a great position to train others in combat skills). Whenever I make a kill squad I go in with the assumption that before long they'll all be dead, just depends on how much change they can make while they're active.

For actual fighting, you want to have decent levels of Dodge skill, as that makes you dodge even bullets at higher levels (better odds against weaker enemies, worse odds against high skill enemies). If you've got plenty of moeny, you could even just train it at the university. Other than that, as has been said, First Aid is important as you can stop bleeding during your attacks if someone in you party has sufficient skill in it (also trainable at university). Remember that raising juice means raising stats; someone with 250 juice will always been vastly superior stat-wise to someone else with the same profession, but low juice. And higher stats means higher dodge chance, taking more shots, etc. Armor never hurts either, tailors can make heavier body armor, or you can grab some by killing soldiers at the army base or killing cops for theirs (army is better). It's also very advantageous to take large parties rather than small ones when you're not worried about stealth; a couple bad rolls with a small squad can prove deadly if they're not strong enough. Like if there's 2 soldiers and you have 3 liberals but you get some misses or only kill 1 soldier in the first round, you could potentially lose someone to a lucky headshot or if they're unarmored then just being shot in the chest. Keep in mind that M4 rifles do the most damage, while M16s have the best accuracy, so it's best to train your guys with M16s until they have good enough accuracy that the bonus isn't really helping (at that point you swap to M4s for more damage since they hit all their attacks anyway).

For kidnapping, it's kind of an elaborate setup, so check the wiki. Main things you'll want are the correct clothing pieces (different clothes help interrogations more) and very high psychology skill (and charisma, its related attribute).

Uh, I think the rifle thing is backwards there--M16s, being a full rifle, do more damage.  The M4, a carbine, is easier to aim at LCS-range so gets an accuracy bonus.

You can find Army armor lying around at the MilBase--no need to use violence!  Makes for a good disguise too.

Best way to train Dodge is to wear the heaviest full-body armor you've got (Leather, SWAT, Heavy Ceramic) and go stand around at a Factory, preferably near the front door.  Once the Nonunion Workers see you, continue to stand there until they start whacking at you with their Chains.
Continue to stand around, getting swung at and making Dodge rolls, until you either get injured or see the level-up indicator.  (In the squad-list view, their total-skill lights up.  In individual view, the skill itself will light up IF it's visible.)
At this point, run and leave the site.  Repeat as desired.

If you keep getting game overs, a good way to avoid losing the game is to avoid taking any risky actions, such as violent activity or things that get you in trouble with the law. However, if you take a risk-averse strategy and try to play things safe, this makes it more difficult to win over public opinion and win the game.

Anyway my suggestion is to repeatedly have your founder go around picking locks but NOT going into the apartments, first at housing projects, then at university apartments, then at downtown apartments, as your Security skill goes up. Once you have high security skill, go into apartments and steal stuff, but only when nobody is looking. If Conservatives get alarmed, get out of there as quickly as possible. Also you will want an armor with good Stealth for this. Tailoring skill and making your own armor is a good way to get armor with Stealth. I would start out with a Trenchcoat, then move up to a Ninja Costume once there is enough Tailoring skill and money, then move up to SEAL Stealth Armor once there is enough Tailoring skill and money. With Stealth you'll be able to get away with doing illegal stuff when people aren't looking, and then they won't be as suspicious of you as they would be towards someone without Stealth. Also build up the Disguise skill too. Also talk to lots of people about issues, max out your Persuasion. And ask lots of people out on dates, max out your Seduction. Then get your Juice up to 200 (Urban Commando) by repeatedly stealing stuff and not getting caught. If you do things right, you won't be wanted by the police for anything at all, but you'll have high levels in several important skills.

After this, you'll want to get a car, which you can either steal or buy. You'll also want a weapon small enough to conceal but scary enough to intimidate. A Combat Knife is excellent for this. Now go to places, ask Conservatives out on dates (they'll probably say yes since your Seduction's maxed out at this point), and then on the date, kidnap them. Kidnapping should work, because you have a scary weapon, and because you have a car that you can drive back to your hideout in, with the kidnap victim trapped inside the car the whole way. Attempting a kidnapping without a scary weapon or without a car is a bad idea, you want those first before you start kidnapping. Then after you get the Conservatives kidnapped, interrogate them. You'll want to wear Bondage Gear for interrogation, it makes interrogation more effective. Your Psychology skill will go up the more you kidnap and brainwash people. If you brainwash them fast enough they'll never get reported missing, and you can turn them into Sleeper agents. Once you're really good at kidnapping and brainwashing you can get a lot of high-level Conservatives as Sleepers.

Once you have lots of high-level Conservatives as Sleepers, have them Laying Low until their infiltration is above 90% or until it is September or October. If their infiltration is above 90% or if the current month is September or October, you'll want them Promoting Liberalism. Having lots of Sleepers do this will be very effective at promoting the Liberal cause. But this does not directly impact public opinion, it impacts how much influence the Liberal Crime Squad HAS on public opinion. Now you'll want to recruit a liberal Programmer with high Computer skill and have them at a different site from your Founder, and have them do nothing but Hacking. This will have a huge impact on public opinion over time, enough to win the game if you never get caught. Having the hacker be at a hideout that has a business front and an American flag flying out front will give them enough cover to avoid being caught, especially if it's just 1 hacker. Also, you'll want a Printing Press set up at the same site that has the hacker and the business front. Then whenever they get documents, you can publish them in the Liberal Guardian newspaper. This is the part that really has a huge impact on public opinion, especially because of the activities of your Sleepers Promoting Liberalism. Then because of public opinion, Congress, the Supreme Court, and the President will all eventually become Elite Liberal, along with all of the laws. And if the Conservative Crime Squad starts doing stuff, don't worry, because of your Sleepers' actions along with the documents you regularly publish in the Liberal Guardian newspaper, public opinion will be very much against the Conservative Crime Squad, and everything they do will only alienate the public against the Conservative cause and make Liberalism even MORE popular. You can try destroying and eliminating the Conservative Crime Squad if you feel like it, but if you succeed at that, they will no longer be alienating the public on a regular basis, so public opinion won't move as fast in the Liberal direction afterwards, it will probably increase the number of years it takes to Liberalize the country.

Anyway that's how you can beat the game without too much risk. And try and keep your Founder out of trouble. If your Founder ever gets in trouble for kidnapping, a good way to make this go away is to send the person you kidnapped and got reported missing and didn't become a Sleeper on a suicide mission. Just send them out unarmed someplace and have them start fighting Conservatives, and soon they'll be dead, which is good, because if you didn't get rid of them the police would come after both your founder and the person who got kidnapped, and then the person who got kidnapped would rat out your Founder and testify against them in court. Not cool, better to kill them off before they can do that, and it's best to kill them off by sending them on suicide missions. You can also kill or set free a member of the LCS if they're at your base, but that's not good, since killing them makes you lose Heart, and if you set them free they'll go to the cops and rat you out. Suicide missions are the way to go for getting rid of people in this game. The LCS is a terrorist organization, after all.

As for kidnapping, I managed to Enlighten a News Anghor I abducted accidentily during a raid on Cable Station when I forgot to Release him before leaving by:
* Some beating up (he was Near Death);
* Drugs (it was these which broke his spirit).

I now make him Advocate Liberalism.

I now try to Recruit an Programmer so that I can Hack and Card Fraud but they're very difficult to even be able to speak about issues and I don't want to use a Date slot (I want to keep them for Sleepers).

[EDIT]:I've now a Programmer and can't wait for making him do some hacking and fraud.

I have now recruited two persons (a Journalist and a Autor) for the Liberal Guardian (to be opened soon when we will be able to know (by well-implanted sleepers) when they will be raids).

I would like to know tips for turning Eminent Scientists and Hanging Judges into sleepers without my liberals gaining Wisdom: for exemple, should I apply the 'standard' treatment (ie. beating them and drugging them and then switching for another high Psychology liberal who converts him)?.

(I have Prison Officiers, Elite Security, Agent, Police Gang Unit, Cable News Anchor, Radio Personality, Corporate Manager (in Radio) and Military Officers as sleepers (recruited by Dating or 'Enlightening')).

Generally I just have ONE character conduct interrogations, wearing Bondage Gear (a relatively cheap and easy-to-make armor which provides quite a nice bonus to interrogation, especially if you use drugs and/or violence). I use Beating+Expensive Props+Hallucinogenic Drugs until their Wisdom is 6 or less. Then I use Expensive Props+Hallucinogenic Drugs but NO beating once their Wisdom is 6 or less, until they convert to Liberalism. And I have the same person conduct the interrogation the entire time.

I would urge you to develop your Religion, Business, Science, Law, and Persuasion skills by talking to people about the issues. If you talk to someone about the issues (you can talk to up to 6 per day), this always trains your Persuasion skill. If they have Religion, Business, Science, or Law skill, you can train your skill up until it reaches the same level as the person you are talking to each day, simply by talking to them every day. I get Religion by talking to a Priest or Nun, I get Law by talking to a Liberal Judge or a Lawyer (Lawyers have lower Law skill though), I get Science by talking to an Engineer or Lab Tech (Lab Techs are Conservative so I need to turn them Liberal by playing the Guitar at them before I can talk to them about the issues), and I get Business by talking to anyone who has the Business skill (I've tried using the Guitar to turn Corporate Managers Liberal but the sissies always run away before their Heart gets high enough to turn them Liberal, very frustrating, so instead I am stuck talking to folks with lower Business skill like Car Salespersons).

Anyway, Religion, Business, and Science skill come into play in an interrogation, especially if you talk to someone and AREN'T using Hallucinogenic Drugs. Talking to someone without using Hallucinogenic Drugs can also be dangerous since sometimes they can raise your Wisdom. I don't think this happens if they are drugged though. Hallucinogenic Drugs and Expensive Props both give you nice bonuses to Interrogation that help you turn someone Liberal faster. And unlike Hallucinogenic Drugs or Beating someone, Expensive Props are perfectly harmless and don't cause any harm to the health of your little detainee.

But yes, you want your detainee to be drugged and to also use expensive props when you are trying to win them over and convert them (after you are done with violence and their Wisdom is low enough, 6 or lower).

Of course, my advice here will cost you $300 a day, and it is cheaper to do an interrogation without the Expensive Props or Hallucinogenic Drugs. But cheaper is not better, if you want to do a good job, that $300 on that stuff is money well spent. It increases your likelihood of success, whether you are using violence or trying to persuade them.

Oh, and also, having high Seduction skill is good if you use violence on them, this prevents them from becoming alienated towards you and hating you, and allows you to use the same Liberal for the entire interrogation process. Switching from one interrogator to another, that's only necessary if you don't have high Seduction skill. And if you have very high Religion, Business, and Science skills, well this will make anyone you interrogate quite impressed if they have 1 or more in any of those skills, and make them quite easy to convert.

The most important skill for Interrogation, of course, is Psychology, which goes up whenever you do any Interrogation. And of course if the person you are interrogating has a high Psychology skill, this makes them very hard to convert through Interrogation, unfortunately, although the techniques I outlined above are your best bet for breaking them and getting them to convert to Liberalism.

Money isn't a problem, I just use Props and beat up and drug any conservative until he "understand the message" then I send my high Psychology Liberal to convert him.

Finally, convert an Hangin'Judge and a Eminent Scientist wasn't so difficult: I just used the method aforesaid upon them (is it normal a Sleeper Hangin'Judge is just called 'Judge' on the Sleeper's screen?).

I now raid Nuclear Plant (I even managed to push the button!), the Army Base and the Prison, and wait to have more weapons to directly attack the Corporation.

Now the President, the Vice-President, the Attorney and the Secretary are now L.

When I will know the CCS want me dead?

Money isn't a problem because I send my squad with 8+ Disguise and my specialist in Bluff (28) rob the Bank every 6 months and I have now half a million.

I would know how to make the C.E.O. become a sleeper (ie. raise the Seduction of a member of the aforesaid squad (Leslie English, with 11 in Seduction) then kidnap the guy (my favorite) or , easier, raise the Business and the Persuasion of a member (Craig Shipman, who has 12 in Persuasion and 3 in Business (I train him by making him "try" to integrate a Telemarketer to the LCS)).

Good job, now see if you can beat the game in an earlier year than 2019. It's perfectly doable to beat the game in the in-game year of 2013 (after electing an Elite Liberal President in 2012). It's even possible to beat the game in 2012, but much harder. See if you can get a 2012 or 2013 win, beating the game in that short of a timespan is quite epic. If you can't do it that quickly, at least try and beat the game in 2016 or 2017. 2019 is kinda late.

Or do the opposite and drag out the game past the year 2100. Cool things happen if the game gets past the year 2100! All the weapons get new names, futuristic names. See how long you can drag out the game and still end up winning. You'll probably need to go through several leaders (which means juicing up a younger-aged person to be the successor to your founder, and it has to be someone you recruited through talking about the issues rather than someone you interrogated and brainwashed, and while someone you seduced MIGHT work, it's best not to risk it, better to stick with someone you recruited through talking about the issues to train to be your next leader once the original founder dies). If you want the game to last THAT long, you can't let the country get too Liberal OR too Conservative, but keep it in a somewhat moderate state for almost 100 years before you finally Liberalize it. That's a fun challenge to try out.

The 2019 ending was because I wasn't used to playing (managing different squads)
Maybe the next time I will liberalize sooner.
I would like to have more details about:
-"Extended Endgame" (Prevent Liberals from passing term limits) (is the amendment firing C+ from the Congress disabled?)
-"Marathon Mode" (Prevent Liberals from purging the Supreme Court) (is the amendment firing C+ from the Supreme Court disabled?)

Pretty much.  Each of those turns off the corresponding ELITE LIBERAL AMENDMENT.  Not much else to say, but Marathon Mode will be a pain because otherwise you've got a 40% chance, once per year, of one random Justice retiring.

Personally, I just have one person train gymnastics at the University until they max it, and then have that person train everyone else when they're done.
