His profile says he was last active on 10/30, so he's probably okay, just absent from the forums for whatever reason. I've never been one to vote somebody out of a game, but it has been a while. I'd say give him till the 15th (one month from last game update) and maybe stipulate a stricter time limit to submit turns. If he doesn't show up or says he can't keep up with the pace of the game, then let the game go on.
