After seeing that everyone except Rolepgeek was writing their moves in X, Y I realized I had written my instructions in the OP backwards and have now swapped them to X, Y to match up with the other FEF games.

Yes it does, but you cannot move through enemy units, so you do not have enough MOV to reach him in one turn.

I have 5 mov right? I'm allowed moving past allies so I can get there... Or... Can I? IF I can't do that move then 13,5 suits me just fine as the same thing'll happen next turn regardless.
