They never are. Most likely, they follow the Tropico 4 sheme. A trait, a building, a mission and a costume for 5$. With the expansions going for 20 each.

Fingers crossed they buck the trend. I actually haven't gone back to this since the weekend after it came out, there's just no real replayability for me - I don't think it's as fun as Tropico 4.
