what skills should I give them, what should i bring with me? (this is a reclaim after an abandon because i don't think I brought the right stuff with me.) After that, what should I do? Also, will there be caravans for me, because the sea is frozen, or will I have no traders and migrants after the hardcoded waves?

LOTS and LOTS of warm clothes, though being underground helps.

In all seriousness, I don't know. Although might want to do a fresh embark since a reclaim expedition is buggy and will mess with things, like removing all the mud underground for one.

Giving the dwarves starting skills costs points that could be better spent on more supplies in most cases.   5 points in grower is usually my only concession in this regard just to get larger harvests faster.  Anybody else can get on the job training.

As to what to bring, make sure you have the standard stuff,  a pick, seeds, enough food/booze to last till you have a food industry up, an anvil.   Make sure to bring plenty of wood as you'll have no sorce of it but trade to make beds out of untill caravans start bringing some in or you open the caverns.

Bringing breeding pairs of some non grazer animals can be handy for long term food production and starting a leather/bone industry.   Poultry are particularly useful in this reguard, fast breeding and good eatin all around.   I like pea fowl for their good balance of number of eggs, fast maturation and total size(more edible food when butchered).  chickens and turkeys produce a bit more eggs on avrage but also take longer to mature with shorter lifespans, take your pick or go with all 3 as they are cheep.

Some bitumious coal can be useful if you plan on haveing a steel industry.   I find my volcano embarks tend to have hemitite and marble around but almost no coal forcing me to rely on charcoal which your site wont have in abundance till you start geting underground trees.  While you wont need it for fuel thanks to all that lovely magma you have easy access to your still going to need the carbon additive.

If it's an island, then standard island trading rules apply. Check it on the wiki.
Depending on the temperature outside, you may want to bring few items to keep your dwarves from dying from the cold or to prevent the items from being destroyed by cold damage.
When embarking on arctic oceans, I usually bring 7 picks, a breeding pair of turkeys and a breeding pair of cats. Anvil is obviously standard issue. One to five units of rope, one to five buckets, in order to set up a well early, either in the caverns or by caving in some ice.
If you cannot trade, you should take some wood and set a dormitory up. Individual beds are too expensive in this case.
For some reason, last time I checked it was impossible to dig a tree farm because trees wouldn't grow.

Frozen volcanic island... now there's a sweet embark you don't see every day. Could we get either the save or the parameter set and seed? (I presume if we had the world we could find the volcano in a glaciery area fairly easily...)

Freezing mostly means getting underground and doing without local wood, island mostly means trading is limited (but not completely gone -- as suggested above, see the wiki on island trading); other than that you mostly need to be able to make your fortress self-sustaining as always, but do have the advantage of an immediate magma source in the volcano.

I have an idea. Let's play a game where you win by being as quiet as possible.
I get it, it's one of those games where losing is fun!
I spend most of your dimension's time outside of your dimension. I can't guarantee followup or followthrough on any comments, ideas, or plans.

Underground trees should grow its just likely that there are no soil layers so he'll have to irigate to get mud and open up the caverns.

I can confirm that glacier biomes with caverns are growing plants and trees, but no moss, in the one cavern I've currently pierced for the Single Pick Challenge.  May just depend on where you're at.

I have moss too, but only in my last cavern, which is two levels above the magma sea.
Might have to do something with temperature, or not :D
