We know the snailmen bonus: a +0 because they are slow (may change with turns, because it said something like "the snailman is preparing" or something like that)

I have an idea on the Splinter Cog issue: Was there an iconic consumable in the game? (like Mario's mushroom)

(I haven't played the games)
None in the one I played, in novels its mentioned at some point that he likes non-perishable items like CDs.
Edit: A Five-seveN is described as his favorite gun. To be more precise it is the only weapon to appear in every game.
Sounds good. But where could we get one?
Well it use to only be available to military or law enforcement customers but these days it can be bought by civilians (least in rl, not sure about gun laws in this world)
Meh nvm its probably magical girl stuff like staffs based on Shades post.

Make a magical staff that is actually a glue bomb. Lure splintercog with it.

Yeah the bait he needs is a Staff. He was capturing one the only time we saw him.

Confirm team selection. Add the beastman.

Edit: Before sending the teams in, get a sample from Gorlocero's mutagens. We can't lose that.

The bait he needs is an item precious to someone, possibly forbidden to them by us but pursued by that someone anyway, and for that someone's attention to be diverted.
