I propose:
cogify Chi- cyborgs are monsters too!
Use guardog to augment Knightliphant.
Sacrifice a wrench in wench blood along with a pile of BDSM paraphenelia Psysquid no doubt has in his room to summon a dominatrix succubus and assign her to him.
Produce normal cogs during upkeep.
Develop armaments for cogs. I say electrified claws for normal cogs, assault rifles for wufflecogs and poweful shears and high-caliber machineguns for guardogs. Anyway, it needs to be something lethal. We try not to kill people, but maiming is a fair game, especially since we can use this as a bargaining chip - "Do you wish to get you legs back, hero? We can do this and so much more!"

Consider the danger of building a magical fusion reactor.

This is kinda steampunk. I doubt an assault rifle exists. They don't exactly qualify as nonlethal either. Besides, the knockback would knock the wuffle out of the sky. (or worse). Dartguns would be better. (Mutagen dart guns, of course).

Besides, the idea of morals is not that you try to find loopholes as often as possible.

Tommyguns are pretty steampunk. Still, your solution is better - mutagen dartguns sound nice and recoil-less.
As for the letality of our weapons, what if we are forced to fight to the death? What if the mission is of critical importance? We are at war with the heroes, and while we do not kill civilians, killing the enemy that is trying to kill us is perfectly acceptable. That's why I proposed electrified claws for the cogs anyway - electricity is notorious for its ability to stun and incapacitate. As for the guardogs, perhaps unstead of shears we should use flat pincers?

+1. Even if this don't really give us a Hidraulic Succubus (since the Hidraulic Succubus recipe had no BDSM stuff).
For Chihuahua, mutate her with octopus (bonus for grappling, and camouflage). Ask Chemista to try and keep her face unchanged (if she can do that) since that's what we used to corrupt her.
As for the wench, we need PURE WENCH BLOOD to summon the hidraulic succubi, so no mutating her. We can however corrupt her and keep her as a "prisioner with benefits", not taking her on missions but allowing restrict base access (kitchen, entertainment room and other rooms that are sabotage-safe). Also give her some playstuff that break the forum guidelines so she will still be a happy wench.

Great idea! +1

Also, just plainly cog-fying chihuahua would provide us with something similar to what Lord Gaminton is (cogified Human). Thus it would sinergize better, imo. I say cog-fy her with a wuffle cog (flying wrestler!!!).

You mean the Werelephant? I think natural armor and natural weapons are better choice and work better for feroucious animals. So -1 for cogfying it.
+1 for BDSM and Cog production!

Spoiler (click to show/hide)

You give a nod to Psysquid, who starts bringing his hands up as the bits and pieces of a Guardog are used near the Werephant.

Spoiler (click to show/hide)

The next moment, sharp piercing metal slices through the Werephant's entire body, mincing it into tiny ribbons of flesh and bones before something sparks and the entire thing explodes in a gory mess of flesh, bones, fur and bits and pieces of melted metal.
Psysquid coughs awkwardly, removing a bit of elephant intestine from your hair.
"Sorry your evilness...I slipped."

Resource Lost: Werephant.

You then head over to Knighthowl for your three downkeep questions.

Spoiler (click to show/hide)

"The day you died," the werewolf-knight begins, "was the day we launched our final assault against The Overlord Chemista's lair. It was upon a floating ship, and it took us a while to track it down. We fought our way through her minions and past her many defenses, until in the end we fought her off in her throne room."
"It was an exquisite throne room, by the way," Chemista states plainly, slowly appearing in the doorway.
"It was made with the white bones of innocent people!"
"Heroes are not innocent people," Chemista retorts plainly. "But please, continue. Why don't you get to the part where I knocked you out cold and you had the bad idea of letting your precious friend go?"
"I did not let go," Knighthowl replies. "You tried to escape towards the upper levels and we pursued you, but we couldn't stop you from activating the self-destruct mechanism of the ship. The explosion cracked the ship in half, and I barely managed to grab on to a hanging pipe and grab Silver's arm but...there just wasn't enough time. My grip was too strong and your silver gauntlet cracked," he turns to you, as he continues speaking. "I could not grab you back fast enough, and I saw you plummet to your death...or what I thought was your death."
"And that's when I found him when I came back to scavenge bits and pieces to start again," Chemista sighs. "I was growing tired of having to rebuild lairs...and since my Mindium was dwindling...I saw him there, THE Hero...I decided to let things go. I erased his mind, your mind," she turns to you, "Your evilness, and teach you the way of the Evil Overlord. You learned them pretty well, if I can say it," she speaks with pride.
Knighthowl then turns thoughtful.
"Changes to the Hero Policy? No, the Hero System has always been like this. Ah, you mean the redaction of real names and actions? Yes...when it became clear that evil could never win against the forces of Good," Chemista snorts at that, "It began to attack its families or friends. The informations had to be removed and the Heroes had to renounce their ties if they wished to become true Heroes..."
He sighs. "The path to Justice is always filled with sacrifice."
"Which is why it's a shitty path nobody follows," Chemista snorts, before bringing a hand to her mouth. "Ops, excuse me...better if I go..."
With that, she leaves.

Do you have one more question for Knighthowl?

“Well,” he said. “We’re in the Forgotten hunting grounds I take it. Your screams just woke them up early. Congratulations, Lyara.”
“Do something!” she whispered, trying to keep her sight on all of them at once.
Basileus clapped his hands once. The Forgotten took a step forward, attracted by the sound.
“There, I did something. I clapped. I like clapping,” he said. -The Investigator And The Case Of The Missing Brain.

If we worked on a Magic Crystal fusion reactor, would you be willing to get it into public use and make the heroes not use it?

Which of these is more important: Saving a civilian's live, or destroying Evil?

((Alternate: What's the price of a innoents's life.))

From what I've heard, Magic crystalic fusion is one of these hugely instable technologies, which goes explosive the moment sanity comes with 100 miles of it. Doubt taking over the world through an energy deadlock is going to work. Doubt it's powerfull enough for that too.

+1, that's a good final question. Let him leave after that.

Magitek fusion reactor... yeah, it'll be very difficult. We need a wizard and a nuclear scientist at the very least to make it work. We don't have specialists like that.

We also need a better cog-ifying mechanism. Maybe ask Psysquid what he needs to improve his cogifying powers ? Get Psysquid a psychic sidekick? Both ?

Anaconda for Chihuahua, I change my vote from cogification.

Well, here goes the elephant. I think we need to just make a griffin next (lion + andean condor mutagen).

2) Cogify Her (Pure)

+1 one to all of the above.

4) Octopus.

Which of these is more important: Saving a life, or destroying Evil?

As we let him leave, audibly wonder whose life he considered, and whose life he didn't, when he gave that answer.

Next mutagen attempt:

Some sort of bear (big 'mean' bear best) with pink elephant mutagen.

Sacrifice a wrench in wench blood along with a pile of BDSM paraphenelia Psysquid no doubt has in his room to summon a dominatrix succubus and assign her to him.
Produce normal cogs during upkeep.

Any idea why he would even want to answer that?
