Read too much Tom Clamcy- +1 to actions involving nukes, spies, submarines, and boats.
Pen is mightier than the sword- +2 to melee while holding a pen against an enemy wielding a sharp melee weapon.
Coward- +1 speed  for 3 turns after he is in combat.
Amateur biologist- +1 to roles involving healing non sapients animals
Part-Time Librarian- +1 to melee when someone within his sight steals or damages a book.

Avid reader- -1 to awareness a turn after saying words.

I don't want you starting with skills that directly affect magic, or that imply magical knowledge. If you're a machinist and are skilled at manipulating metals, then that will carry over to when you're doing so with a control ring, but no skills that say "+1 to spells that create items", at least not when you create your character. You can get those when you level up. Also no skills that give you extra words, ad no skills as general as "Creatures that can smell that are near him get -1".

The level system: When you kill some body, you gain 100% * (Their Level / Your level) Experience. You can also get exp for good roleplaying and other accomplishments. Each 100% gets you to the next level. When you go up a level, the experience above 100% is halved. Thus, if you have 10% and you get 100%, you go up a level and have 5%. Each level gets you another skill, or plus one to a skill you already have, and every three levels gets you an attribute point.
