No, they do not, but when a highly magical being, such as a dragon, has a kid with a plain ordinary non-magical creature.  Genetics tends to be magic's bitch

SA!Stella looks a little uncomfortable being unable to help Selina, but then has an idea

I don't know much about magic, but I know that dragons are inately magical, perhaps you could get some raw power from me to help?

Richard looks up and down at Selina.
"Daaaamn. Need help?"

"N-n-n-no... pl-pl-please don't... d-d-don't tr-try it..." Selina says this to both of them, not wanting anymore pain.

"No, trust me. If it blocks magical healing, it shouldn't work on me. Remember, I don't use magic."

"Selina, I was created for the sole purpose of enchanting entities. I am one of the few people in my world who can wield magic directly. I have graduated from one of the greatest educational institutions for such matters. The second two also apply to Ricardo. We both tried to heal you, there was not a single sign of the magic overwhelming the enchantment. Not many people can make something that powerful. Using you as a timebomb like that would serve only to draw suspicion towards whoever was responsible. Granted, multiple people may have worked on it, but I doubt they could do so without you noticing. There are far easier ways to spite you as well... hence, my logic therefore follows that whatever is responsible does not operate on the same concepts of logic as we do, as there are simply far better options than what has been applied to you."
