Sorry, I could not find him, so I guess trying healing-by-unicorn is out I'm not really good at this, if it was an infection maybe, but my method would be a painful way to remove it.

TAngel is trying to gather fleshcrafting equipment. With help from Will, the other Angel, and I assume others, let's say she does. With the equipment and help from Will, she diagnoses it.

The flesh of the scar tissue has turned a deep black color, and is about an 3.5cm in diameter. The skin around the scar has small black veins coming off of it. Selina looks quite afraid of whats being talked about. Were they about to cut her head open!?

The cause of this appears to be some massive enchantment on Selina's scar, or her whole head in general. You can't tell which.
