It's a stairway down, lit by the same torches. There are no traps, but there are a lot of cobwebs and skeletons.

Isaac gets the strange feeling that the area was haunted. He sees nothing but more skeletons, with one spiked onto the wall with a wicked, spiked blade, the material seemingly sucking in all light nearby.

The bracelet appears to use the wearers magic to allow for mental attacks and talking to people via mind even if they don't have a bracelet.
