In any graphics editing program with more than two buttons, select the outline of the head, click copy, select paste, hold LMB ("Left Mouse Button" on the top-left side of your hand-held screen navigation device) as you drag the cursor across the screen in crazy loops.
If you're using a joystick instead of a mouse, switch to autofire and painfully struggle to move the cursor in any path not resembling straight lines. Also, get a mouse already. You caveman, you.

You can do it pretty easily in Window's Paint, just select the face (make sure that it's set to the select setting that will ignore the background...so it's easily done on a white background, or copy the face to a white background and select it there). Then, move the selection, but hold (either shift or control, I forget which one) while you drag the image, and it will leave a trail like that.
