How about this, then? For general use, just use the Decalogue when required (that is, when the lore/mechanics of two settings must be resolved), when a person running a plot wants rolls or the players involved in something consent to it, use a modified version of @Piecewise's Mainspring. The latter maintains randomness without it overpowering stats as the latter determine the former.

"Lack of rules and the need for a character sheet. Oh, and people keep trying to inject plot into something that was originally meant to be plotless. That might help."
