"Depends on the location. Less stable parts have constant skirmishes, but most nations prefer to keep their stuff deniable and use false flags and black operations, though then again, that's only what my military contacts have told me. My country, Itovia is neutral and is more of an independent floating city really (though we still are part of Liburum), so we don't really have to worry too much about it, I mean, it's a bit hard to have a border skirmish with a country that change sits locations... Plus since it's neutral, we've got the protection of Merrinae."

"Sounds like the techno version of Dalaran. What Dalaran is nowadays anyway. It used to be on the ground next to a lake and allied with the human kingdoms. When the war with the Lich King happened, they relocated to Northrend and Dalaran became neutral territory for both factions to do business in."
