((Sort of. He's a telepath, but with a pseudoscience bullshit explanation. He can detect the electrical impulses sent between neurons in the brains in others and I interpret them. He can also generate said signal to speak to them. He was created to be a general, after all: so he can talk to his subordinates from a distance, in theory. But he never was trained to use the ability efficiently.))
