That's hardly surprising. The maximum evade rating (before personal, character, or class skills) is 90. Seeing enemies at a bit over half is kind of inevitable, especially considering that Spd is an important stat to keep competitive for enemies.

At least in the end game, I'll probably cap speed.

The issue would be getting my stats high enough, since Resolve is cost. It would be built for late-game, really, though the EVADE=ALL helps to a point at low levels too, I would think. High HP growth would help with how you'd need to dump DEF and RES. With good LCK, crits won't be too much of an issue, either. Skill and Strength wouldn't be too entirely important, not as much as Speed at least(introducing even goddier stats!)
