Sadly yeah, speed is the closest to a 'god stat' this game has, primarily and only due to doubling possibilities. Having little tends to really bite, I've learned from experience.

You can work around it though, focus on pilums because they always give you the ability to hit twice, and get enough defense and resistance that even with two attacks it doesn't amount to much.
