When Alice arrived in the situation room she quickly grabbed a bracelet, then she teleported to ICARUS and presented the bracelet to her.

Since Angel can now teleport away whenevr she wants, no reason to stay, as ICARUS has no interest in the bounty. ICARUS teleports away, as her mana is probably growing low anyway.
