Will's ability would indicate, if logic hasn't already, that the hailstones aren't entirely ice, or at least, normal ice anymore. It should be rather obvious anyway seeing as they're the same shape thus they have the same aerodynamic properties thus they are falling at the same speed but seem to have more kinetic energy. As E = ¹/₂ m v² and v (and by extension, v²) has remained constant, m would have had to have increased.
The pseudo-hailstones still aren't dense enough to cause any injuries.
