Mana sealing only stops him from using magic. If she shapeshifts beforehand he can do it, he just can't shapeshift when sealed.

Bartimaeus can change into any material pretty much, like when he shapeshifted into a fish and Meme kept eating it. Only that shapeshifting into something like diamond wouldn't work because it doesn't act as an armor because his essence is the diamond. His essence is his mind, body, and soul.

He can shapeshift into bigger stuff with a MAG check, but it's a pain in the ass for him to retain that form, as his essence can't really expand that far. Neither can he shapeshift into a bacterium because his essence can't contract that far.
