I think it's a good place to start. I mean, it's easier to suddenly think a characters power out of the blue for me than go 'ya know, we don't have any incredibly stupid people that can beat a giant in a fight'.

This is, indeed, an excellent method for making a shallow character.

It's hard to describe a character past a sentence when the sentence is the first thing you've decided.

I think a better way to think of a character is not the powers, and developing it from there, but starting from the conflict. What's going on with this character, what does he want, how does he see others and how does he want to be seen. Why, for all of the above questions. Powers come later

Next time you want to introduce a character, think past that.

For instance, I was thinking of including a foil to Angel. A vapid little girl to Angel's child prodigy. Ice powers to Nuriel's fire, inhabited by a holy woman to Nuriel's demon. Other details about where the ice came from, where the girl came from, and stuff like that were added. Stuff like that. The powers evolved out of the reason for the character.

I was mainly posting the idea here to see what other people would think so that I wouldn't waste time on characters that no one would care about or want around.

sincerely, I really do not care about a characters powers, so if you like it by all means, do it. As long as the char behind it works out well. Else, just flesh out one of the monstergirls or something

that being said, I'd prefer you stick to Kyle. At least he follows a clear direction and a sort of character development

Yeah... I should probably get to using them... The problem is that I don't really like playing as them to much since no one seems interested in them.

But I am going to slowly work on this character so they aren't as forgettable as Keith or as dislikable as Kyle!*

problem is, nobody is interested in them precisely because you are not working with them. Pick out a character who is not actually preoccupied with their own personal dramas like now, like Lunette or Will, or one of the Elf characters, and get one of your monsters befriended by them, and thus, char development will flow
