Easy enough to make the cannon. Making the targeting system is a bit harder, and launching the whole doodad into orbit? Or reloading it?

Launching it into orbit and reloading it wouls be easy. We have magic, so it's mostly a case of teleportation. Of course you'd need rockets to push it into orbit, but they wouldn't have to be very big or cumbersome.
