Essentially, there is nothing preventing any time travel or realm intrusion mechanism with the right modifications from allowing entry, the issue is, the realm known as Fate is incompatible with everyone's views as it resides temporally after the end of the universe, except as stated by @Ragnarok, the universe will never end. Furthermore this temporal locaton is paradoxical when you consider that nothing exists in Fate, including time, hence its temporal location is both impossible and contradictory. In addition to that, it technically does not exist. Nothing exists within Fate. Including Fate.

As the modifications will have to be based on willpower, the person being transported would have to actually posses a compatible point of view. That is, one where those paradoxes and contradictions do not exist.
