Basically, he begins planning a way to either protect or evacuate the fingerlings' city (the plan is still in pre-alpha stages), and gets interrupted by assorted events.

deciding that on his own is pretty rude. Hainuwele is adamant that equality includes her peoples right to make their own decision and decide their own fate. No giant has the right to impose a fate on them just because they can  - that's why Hainuwele was so agitated when Will was "protecting" Meme. Meme had not asked Will to please look at she doesn't do something potentialy bad, Will just does, and thus denies her making her own decision
