Oh, for the katana that would be when its deconsolidated, which Kyle hasn't done (due to the mental issues it causes). It doesn't, well, not very well at least. It slices everything caught inside it from every single direction, except the aperture of it is tiny so it only leaves a small hole. The really damage is when part of it explosively expands.
As for the clothes, the same way regular clothes do. Except the parts that don't have force applied to them snap back in place every single instant.

It depends on the level of magic used. The more magic is applied, the closer it approaches something of human understanding, the less is applied, the closer it is to Fate which doesn't even perceive time the same way humans can.
