Yes. However, that comes with a high penalty if you fail; your next attack misses completely. And it comes with a high mana cost.

And you'd still have to roll for damage dealt if not if they dodged or not.

The latter. You have to keep a line of sight between them and you, and as they'll be wise to it, hence why it's a harder roll.
