Wait, are there any methods for people to guarantee that an attack will hit when not in actual combat? For example, if Andromalius steadied her aim and tracked a person for a while, would she still have to roll dexterity to hit even if the target doesn't do anything to dodge? Alternatively, if someone gave the exact coordinates of an enemy to Qi, could he fuck up their vitals without a mind roll?

I'm pretty sure that Qi would still have to roll MIND, since its powers are less "Did I hit the guy?" and more "Did his body resist my attack?" No idea about the first part, but if Andromalius was a trained markswoman and her target didn't know they were under attack, then I could see her attack automatically hitting. Barring supernatural powers and the like, of course.
