Icarus, as she is entirely unregistered, is of course blacklisted. That would mean inside an anti-magic field, she can not switch her body, which is technicaly, the only magical ability she possesses. The overdrive is more or less a mechanical function of her standard bodies. Should for any reason whatsoever she be forced inside a more primitive body, she'd be powerless. Of course that means if one of her bodies is destroyed inside an anti-magic field, she can't emergency upload herself to another one of her bodies via a remote connection, or even just jack into someones cellphone or laptop to save herself from complete deletion.

Ashley might have a partial whitelist to teleport to public places in the EU - elsewhere, she'd probably need to teleport to teleporter stations (assuming teleports are common enough), where her passport would be checked, I mean, international travel is international travel. Not that someone can really stop her from just teleporting from places without coverage to places without coverage.
Sen would have less problems with anti-magic, I doubt they would be far spread in egypt.
