I had the same bug in that version of the game (4.07.3 beta). It got fixed since then in revision 692 by jonathansfox and revision 693 by blomkvist, which fixed these various issues with the President of the United States and the Corporate CEO (who are both unique creatures, which is a relatively new feature to the game and thus more prone to bugs than features that have been in the game a long time). You can get a current SVN development version of the game
here (it is not a beta or a release version, just a bleeding-edge development version). It is fixed in that. If you follow that link you'll want to click on "Get Snapshot" to get a .zip file. Then you go into the "trunk" directory and copy the "art" directory, the "init.txt" file, and then you can choose the "crimesquad.exe" file from the "workspaces\Release" directory or the "workspaces\Debug" directory, depending on your preference. The Debug version is slower and has a bigger file size, but if it crashes you can debug what went wrong. The Release version is faster and has a smaller file size, but doesn't work with debuggers. Since you probably won't be using a debugger the faster, smaller Release version would probably be the one you'd prefer. Oh yeah, and the "CrimeSquadManual.txt" file... it doesn't seem to be in the SourceForge project, but you can keep the version from the 4.07.3 beta download that you already have, it should be fairly accurate.
