Got it.

Weapon:  Mortar.  Highly accurate, slow to fire, and slow to hit.  It fires on a high arc, bypassing any cover (except vertical cover) and lands the following turn at the designated spot.

Time Units: S10/R10 (1)
Range: S10/M30/EL50
Damage: 75/150/225
Reaction Points: 1
Special Abilities: Arc (Ignores most cover. Cannot be used indoors), Delay (Hits a full turn after it fires), Accurate (+1 to Hit), Blast 4 (Area of Effect is 4 tiles, including target square. Damage is 40/30/20/10), Destroyer (Destroys all destructible cover in area of effect)

My only problem is with how minor cover is defined.

Unless I am reading this wrong or am having a brain fart, this seems to be reversed. If you are flanking a enemy from behind a wall to his side, and your enemy is out in the open to you, the firing line from the center of your square would pass through the wall, while the firing line from the center of his would miss the wall. This means that minor and major cover are functionally reversed.

EDIT: Okay, I just thought up this - If I adjusted it to anywhere in your square to the center of your target's square, would that be better? Not tested, just came up with it and I gotta go shortly.

Also come up with a custom item, please.

Yeah, that seems like it would work out better.
It might also make sense for there to be half-cover objects (like barrels), that wouldn't block your line of sight at all (but would probably prevent movement), at the cost of being far easier to destroy and not being able to grant full color.

You can't start with a machine gun, only buy one.
