Yes, but he doesn't use the necromancy! Hell, I think he forgot about it! Plus he used an INCREDIBLY EXPENSIVE AND FRAGILE RAILGUN AS A CLUB, BREAKING IT.

Well, you have to remember that he's acting the best gangsta he can be (which really is quite good), the necromantic powers never really were anything else but a tool for getting 2Pac back to life, and the railgun was never explicitly said to be fragile. From what I think is his viewpoint, his actions make sense.
Besides, this game is ultimately about doing completely insane shit for no real reason rather than gaining power. I could've done whatever that voice wanted me to and begun killing people, but I found it more amusing to run for mayor, for instance.
