How far can each tank move in a given turn?
That depends on your speed in km/h. You move 1 square per 5 km/h.

Does terrain affect this?
Only your maximum speed limit.

Also, I'd like to make a note here: top-down view minimizes the utilization of that most important of tank tactics: hulling down.
That's included. Those garden walls will block shots that would otherwise have hit your hull.

No. That would count as a collision with terrain. It would however destroy the car, which would then become part of the background.

All tanks can see all other tans that are in direct line of sight. Soft cover only affects accuracy, not spotting.

Looked around, closest thing that I could find that didn't involve color changes/numbering etc would be exceedingly tedious and reduce terrain to actual squares.

Until I come up with a way to include hills effectively, for now I'm going for 'High cover' (like houses) which block all line of sight, and 'low cover' (garden walls/cars) which protect your hull but not your turret.
