You are met by King Harald Himself aswell as several Members of an Agency named TSS.

"Gentlemen it is only due to the dire circumstances that i have contacted you. Norway has a Troll Problem. We have kept it a barely kept secret for Centuries but in recent years it has become harder and harder to deal with these Creatures."

One of the Men in Black brings forth a bunch of Files and several photographs. On it you can see creatures ranging from barely two meters up to a hundred meters in size. How they could keep THOSE a secret is a mystery to you.

"Here is the Deal: Norway will finance any and all Equipment, Personnel and Research you have to do to find a viable way to contain them, research them and, eventually, find a viable habitat far from any other human settlement. Furthermore we will finance your Agency as a whole with 10 Million Euros per Quarter."

Hire two hundred (200) ex-military for now and construct barracks and an armoury on Level ALPHA. Hire 20 Swiss Guard dropouts for personal security of the Director and the Head of Research.

Security system: All the military-grade equipment. Lasers, alarm systems, cameras everywhere with thermal, infrared, etc. capabilities, doors with retinal scanners, thumbprints - the whole deal. Main priority with system should be to stop anyone from entering without permission, but should be easily adapted to containment when needed.

Occult: ((Assuming my character knows something here)) Protective wards and symbols in the corridors (as this is the Vatican, mainly symbols of faith), to prevent hostile entry or possession/influence on personnel. Wards to hide the base from supernatural locators. Hire investigators into different ways to accomplish this if necessary.

Director, if I may comment on the possible Agents so far, neither fills me with confidence. Though I do not doubt their skills, I fear their allegiance will be to the Pope and the country of Norway first and foremost. If possible, we should hire personnel unaffiliated with sponsors of the Elysium Project. From these two we would suggest Mr. Andersson, however, as he should possess more understanding of the threats we face.

The Facility below the Inquisitorial Offices explodes into bustling Activity as new Personnel is brought in, and new Rooms and Offices are built. New Sections are cleared out in Level Alpha to make Spaces for the prodigious amount of Living Space the New Personnel needs.

As Agent Suterlüty is sent out to recover the Cup he finds it sold off to a private buyer and the Archeologist died of a sudden heart attack...

Meanwhile Andersson [3+1 Creative] comes up with something for subdueing and containing Trolls. The Norewegian Government used High-Voltage Lines to contain the larger Trolls. Maybe if we developed an oversized Taser and Electric Cages we could capture one of them.

Assign the remaining 2 scientists to research and develop files for every possibly existing supernatural, or fictional creature. Use the Level GAMMA lab as a workplace for now.
Order the construction of an archive on level Gamma that has both storage space for physical copies of the research as well as numerous backups and a central computerized hub.

You also construct an Archive, for which you unearth a whole section.

A Bazooka Sized Tazer with two hook-cables which embed themselves into the target and put it gently to sleep with extreme voltage shocks. Deadly for Human-Beings.

Continue gathering more information on the trolls, looking for any myth, legend, or fairy tale that displays a possible weakness.

I've always wanted to create a game like this where one player is the head and a few others are heads of certain departments. Also maybe just sending one agent out their isn't a good idea. You should probably communicate with him on how he feel's doing solo's and whether he could work in a team.
