"Ladies and gentlemen, I am aware this will not be a popular suggestion, but I feel I must nevertheless make it. As it stands, I am in serious doubt as to whether we can defend the entire galaxy. We do not even have the resources to create a Shipyard in each galactic sector. Therefore, we may have to retreat to the cluster.
All of our cluster planets remain intact, and we still have a shipyard there. Further, we have seized back two imperial worlds there. As such, here is the plan I have created:
1. Evacuate as many Archons as possible to the Cluster, in particular the ones who are known to be strongly loyal to the Empire.
2. Build as many shipyards as possible in the Cluster, possibly including one on a new, hidden planet. I believe it should be defensible if we concentrate our forces there.
3. Have the Archons who remain in other sectors pretend to defect from the Empire, and offer to join the Conclave. I believe the Conclave is probably angry at the Imperial institutions rather than each individual archon - hence their desire to kill the Emperor.
4. If these can convince them that their cause is one and the same, they may allow the "defecting" Archons to retain independence as long as they submit to Conclave rule. If this happens then we will be able to leave our lands intact to be seized back at a later date, and those who surrender may be able to keep sending resources to the Imperial Resistance.
5. The Archons gathered in the Cluster will attempt to expand, eradicating all Conclave presence there. When they are strong enough, they can try and win back the other sectors with help from the archons who stayed behind.
This plan is dependent on the Conclave accepting offers to defect (we can have a test run), but if that works then I believe this plan is workable. What does the rest of the council think of it?"
