"The 4-4-2 Shipyard and Outpost Prestige Amendment, as far as I can tell, suggests amending Prestige for Shipyards and Outposts to 4 per world, while lowering Forgeworld Prestige to 2.  Since there is some confusion on this vote, I would ask Archons to re-vote for this proposal as it is by name.
"I agree with the principle of this motion, but I think a far more radical approach is needed than the one suggested here.  In my opinion, every single available engineer must go towards either building a new shipyard or making a new hidden planet.  That means no forgeworlds and no outposts.  I will attempt to craft a proposal to ensure the continued existence of the Empire later."

"Conclave Diplomacy proposes opening a channel of communication with the Conclave to determine their intents and see if a peaceful resolution cannot be reached."[/color]

"Ladies and gentlemen, I am aware this will not be a popular suggestion, but I feel I must nevertheless make it.  As it stands, I am in serious doubt as to whether we can defend the entire galaxy.  We do not even have the resources to create a Shipyard in each galactic sector.  Therefore, we may have to retreat to the cluster.

All of our cluster planets remain intact, and we still have a shipyard there.  Further, we have seized back two imperial worlds there.  As such, here is the plan I have created:

1. Evacuate as many Archons as possible to the Cluster, in particular the ones who are known to be strongly loyal to the Empire.
2. Build as many shipyards as possible in the Cluster, possibly including one on a new, hidden planet.  I believe it should be defensible if we concentrate our forces there.
3. Have the Archons who remain in other sectors pretend to defect from the Empire, and offer to join the Conclave.  I believe the Conclave is probably angry at the Imperial institutions rather than each individual archon - hence their desire to kill the Emperor.
4. If these can convince them that their cause is one and the same, they may allow the "defecting" Archons to retain independence as long as they submit to Conclave rule.  If this happens then we will be able to leave our lands intact to be seized back at a later date, and those who surrender may be able to keep sending resources to the Imperial Resistance.
5. The Archons gathered in the Cluster will attempt to expand, eradicating all Conclave presence there.  When they are strong enough, they can try and win back the other sectors with help from the archons who stayed behind.

This plan is dependent on the Conclave accepting offers to defect (we can have a test run), but if that works then I believe this plan is workable.  What does the rest of the council think of it?"

The Gerenbede raises itself up on it's tail, chest bulking and 'back-pack' enlarging as the alien instinctively tries to flare it's cooling wings. "Ludicrous! You call for too much! To even pretend to defect to such rabble, such imposters..." BakRij slaps the tip of his tail into the tile from rage, shattering several; their usual lax nature leads many to forget their great strength and weight, especially in lower gravity environments such as this. "It goes against everything the Imperium stands for! I will have none of it! This will weaken the Empire so greatly that the Conclave will be able to focus all of their attention on the Cluster, and wipe us from the galaxy!" The Gerenbede, Ku-Dellerem's eyes narrow to slits, and he bares his teeth at the Archon, hands clenched at his sides. Warning alarms can be faintly heard as various suit systems are forced to go into overdrive to deal with this reaction. "Do you even understand how the intricacies of war work? No outposts and no forgeworlds...you would give us ships that do not function! We would have no supplies to arm them with, no information to allow their captains to understand the situation! Archon of Hyssis, as much as I am loathe to say it, I am forced to entertain the possibility that you wish for the Empire to fall!"

The Regent got up and spoke after the Gerenbede, his voice soothing.

"Peace, representative. While our fellow Archon's plan is... Flawed, to say the least, I do not believe he held any malicious intentions against the empire. As for you, Hyssissian... To put it simply, have you lost control of your senses? The Empire's highest planet density is in the core! The cluster cannot single-handedly support a war effort, which means it would be relying on other sectors to send it supplies; yet if the other houses defect to the Conclave, in an hypothetical universe where the majority of imperial houses defecting at the same time is not noticed and does not lead to a refusal or the bombardment of all surrendered worlds after the lowering of their arms, how would they manage to send so many resources undetected into the heart of imperial resistance without being noticed? That's madness, and it was a waste of our time to even suggest it, that's what I think of it!"
