Kyros Toron holds up his hands placatingly in response to Carrowspiel and Dappernon. "I did not intend to imply cowardice of either of your fine dynasties. However, consider this; the strength of the Empire is its unity. By pooling our assets, the production of our specialized worlds, we can form a hammer to smash the Conclave. What you propose instead is to diffuse our efforts, to make each House too big to be conquered easily. I would suggest that the Conclave already possesses the ability to discover any hidden colonies we might produce, as well as the capability to conquer them faster than we can colonize new worlds. It is an unsustainable strategy; better to strengthen the Hammer of the Emperor, by producing specialized worlds."
[Specialized worlds produce more than specialists; they also produce Resources. A general world just produces one random specialist; a Specialized world produces one specific specialist (giving more control over future production) as well as a quantity of Resources- not just military assets like Armies and Ships, but Supply, Intelligence, and Morale as well.]

House Toron sends 3 Military immediately to Ka'al and the next 2 as soon as they become available (an Outpost, and Toron will freely trade Labor specialists with the Emperor's pool of Military to make this happen swiftly)

House Toron sends 5 Psions to Ka'al after Toron builds Intelligence Hub (as they become available, guaranteed 1 per turn, sets Ka'al toward a Shipyard for our Quadrant)
The future is too uncertain to guarantee more, but for an Outpost or a Shipyard in our own Quadrant, Toron is willing to make quite favorable trades indeed.
