"There is no magic to being better at war", Vaclaw DisBarr remarks with an instructional tone, "just a lot of grit and determination."

"And yet, it was the Pra'Grue who fought for many years despite being outnumbered. Anyone can fight a war when they have the advantage, but only a few can do so when they are sentenced to lose from the start...let alone successfully for decades."

"Ahhh the fleet, now we come onto ground in which my people lead. More then any other race in the empire my people are engineers, in the past the emperor has refused to allow us to construct ships ourselves and this has been something of an issue.

Our service has always been loyal but the emperors have insulted us at every turn doubting us and refusing to allow us to put our skills to the fullest use.

If the new emperor would allow it and the Axar Coalition and House Ka'al would supply us with the psionics we require then we could begin mass production of ships within the year ready to begin a counter offensive to reclaim the core.
We need to focus our resources and my people have resources that are going to waste by imperial edict.
With the core secured we would have a safe base of operations to take the war to them directly.

I suggest that it is time that my people be allowed to begin ship production, our history within the empire has been one of complete obedience to the emperor and we have always acted with honor.
Does anybody have a reason why we could not be trusted?"

"This certainly sounds like a logical course of action, although there are no doubt some humans who would claim I'm biased on this point."

"That's a lot of words, Wraither, I fell asleep while listening." DisBarr smiles at his own joke. "I would like to propose to the council that we Lift the imperial ban on shipyard worlds. Who wants to second the motion?"

"Despite the more pressing matters...this seems like a reasonable resolution."

"Not necesarily. One does not need a fancy forge world to grow food, nor refine fuel or make missiles, just a really big pile of peasants. Part of the whole grit and determination schtick I keep talking about."

"Peasants cannot make fuel and missiles with their bare hands. Factories are needed, and planetary-scale facilities are by far the most efficient."

Kyros Toron IV, High Seat of House Toron, First Speaker of Lynheim, Archon of the Galactic Empire stretched his arms wide, feeling the cold morning rain wash over his skin. The ritual over, he looked around the small, open grotto located deep within his family estates. Thick moss covered the rough stone walls, as well as the crude altar nestled against the far wall. Ancient trees loomed over the grotto, blunting the fierce wind howling outside but doing little to keep the interior of the grotto dry.

Kyros had never failed to perform the daily ritual to greet the dawn, nor had his father, nor his father before him, nor had his grandfather's sister, who had been High Seat until she was struck by a falling branch from the wild trees above the grotto. Keeping the Faith was but one of many duties of the High Seat.

Peaceful within himself, Kyros carefully placed the bloody dagger on the altar, then withdrew to the entrance of the shrine. He slipped into the loose robe and plush pair of slippers waiting for him with a pleased sigh. He did not care to admit it, but cold mornings such as this one made his bones ache. Kyros accepted a warm towel from his waiting daughter, drying his hair and arms. Kyros might not admit he was cold, but Alyssa ensured he had these comforts awaiting him anyway.

"There is dire news, father." Alyssa said softly, folding her hands before her. "The Emperor is dead."

Kyros steeples his fingers, sitting on the edge of the simple throne in his small audience chamber. Before him, a holoscreen displays the meeting of the Imperial Council over a secure Hyperlink. To his right, another screen displays the quantity and disposition of assets of House Toron, while a third screen to his left provides all the information known about the Conclave, and their attack on the Galactic Empire.

The third screen is distressingly lacking in content.

Reaching a decision, Kyros sits up straight, opening communications. "House Toron abstains from voting for Emperor at this time. I do not vote against you, Eldred Crow, but I have heard no solid reason to vote in your favor, either. Perhaps I will change my mind, if your recommendations to this Council show wisdom. Tell me, what is your plan to deal with our current crises? How would you have us allocate Imperial resources?"

Kyros makes a show of consulting his assets. "At this time, House Toron will donate a portion of our resources to the Imperial Demense. Not all of them, of course. Not even a majority, until the Empire demonstrates wisdom and prudence in their allocation."

Having said his piece, Kyros settles back in his chair. Clearing the third screen, he begins pulling up information on the resources of the other Archons...

As House Ka'al has no need for any kind of underhanded trickery or illicitly-gained knowledge, they donate all of their Intelligence to the Empire.

The Old Crow considered for a moment before answering.


The situation is dire indeed gentlemen. When you elect me don't expect a lax rule, at least for the duration of this Crisis.

First of all the Ban on Ship Production will be lifted for all Archons of the Empire. We need every fleet we can get to dispense with the Conclave.

Secondly, focus on the production of Specialist Worlds will be enforced.
We need Forgeworlds to supply fleets and Armies, in this regard i expect the full cooperation of Carrowspiel and Dapperon.
For Shipyards i expect  House Axarite and the Wraithers to cooperate with each other to produce a Defense Fleet to be dispatched into the various Sectors. The Fleets thus gained will be distributed between House Jade Wraith and the Axarites.

Until that Time every House will pay the "Imperial Fleet Tax" over 2 Supply per Quarter to sustain the Imperial Fleet.
Furthermore any House that Produces a Shipyard will Lend a Levy of One Fleet to the Imperium - every Quarter.

On the Measure of Reclamation and Defense. A Half of the Imperial Fleet will be dispatched to the Rift to ensure that no more Conclave Fleets will enter our Empire. The Other half of the Fleet is dispatched to the Core where it will work in tandem with my troops and those of House Jade Wraith to expunge the Conclave from the Core.

Once the Conclave has been driven from the Core i will move the fleet towards the Cluster including most of the Grey Guard. I will expect House Wraith to dispatch at least half its Troops to the reclamation of the Cluster too. From there on out we will go on till the Empire is secure.

That is the rough outline of the plan i have in mind. Any questions?

"This meeting feels like it's been going on for days." Voclaw DisBarr yawns "How did they survive this in the old days?" He starts to type into his console.
proposition: constitutional amendment: a vote may not take longer then 48 hours [48 IRL hours and 48 in game hours. both and/or either.]. If an Archon fails to vote in 48 hours her vote is recorded as "abstain". An Archon who is forced by this rule to abstain on 2 consecutive votes loses 1 prestige for 1 year [4 quarters/turns].

Kyros Toron considers a moment, making brief notations on his datapad. "Toron finds it interesting, honorable Eldred Crow, that you should propose a Human Emperor would be most suited for a time of war, but then give control of future fleets to Wraiths and Axarites. It is easy to see the dynasties you have plans for, and those you plan to leave out in the cold. But I suppose I should expect the Gray Guard to show a certain degree of favoritism."

Kyros nods to himself, decisively tapping his datapad. "Your plan to lift the ban on Ship Production is risky, but perhaps inevitable, given the overwhelming support the motion has in this Council. If you rise to become Emperor, I would caution you to remember what happened the last time Wraithers were given control of both large fleets and Shipyard worlds."

Kyros frowns. "Toron is troubled by this talk of "enforcement" with no mention of the method of enforcement, as well as your proposed tax. Liberties surrendered to the Emperor are not reasserted easily, and so should not be given up lightly. I would prefer to see a system of incentives to encourage the Archons to donate. This would allow the Archons to use their good judgement in directing resources, and would also allow Archons to withhold resources in the event they need to protect their holdings. It is our duty to govern and protect our worlds, and it would be a dereliction of that duty to pass responsibility to anyone else. You understand duty, of course."

Kyros's frown turns to a grimace as he turns to his third screen, examining his information on the Conclave. "I cannot argue against the Ship Levy, if the Ship Production amendment passes the Council. In fact, I support it wholeheartedly. However, your broader plan for the war leaves me with doubts. Splitting our forces when we do not know the strength or composition of the enemy fleet invites disaster. You propose leaving the Reach until last, but what if this Conclave is establishing Shipyards in our quadrant? I will not stand by and let my worlds be overrun while you direct Imperial resources to securing your own worlds in the Core."

Kyros sighs, tapping the arm of his throne. "We need more information before we plan. We need to know where the Conclave fleet is, what it is doing, where it plans to attack next. We need to know how the Conclave are utilizing the worlds they have conquered. We need to know where the Conclave itself came from, so we may know the full extent of their resources and the location of their homeworlds. You plan for ships and soldiers, Eldred Crow, but you do not plan where to send them. I suggest you also incentivize the gathering of Intelligence related to the Conclave."

Kyros nods, sitting back. "Yes, with those amendments Toron will support your plan, whether you hand it down as Imperial edict or propose it to the Council as an Archon."

Kyros perks up, seeing a new proposition from DisBarr arrive on the agenda. "May I propose a minor amendment to your proposal, honorable Voclaw DisBarr? Allow a provision for Archons who cannot attend Council Meetings to automatically abstain, if they make their absence noted in advance. I would hate to lose honors if the Imperium failed me, and I was forced to spend a month hiding in a bunker. [i.e The Vacation Clause]

With that amendment, I would support this motion." Vote Aye on DisBarr's amendment (given Clause is accepted.)

"Kyros makes some good points. I can't agree with his claims that the behavior of past Wraithers in a past time will correspond directly to the behavior of the current Wraithers, here and now...but much of the rest is sensible."

Vinci leans back in his chair and watches the screen. The decrees from the soon to be emperor to be seemed good so far...

In all honesty he had wanted the position for himself, and had figured that nominating a house who had never sought power for itself would be a safe way to take charge of the council and show inititive while subtly making his intentions known. He had not expected his measure to be seconded, much sit on the verge of being passed.

Vinci wasn't sad though, or even overly disappointed. The result could have been much worse. His desire was to avenge his maker Rubus, not obtain power for himself. Unless House Crow began to abruptly play against type, those who killed his maker Rubus would be punished. And perhaps, the young Oni noble admitted to himself, a cold military leader would be more effective in the current situation than a young being who's oil boiled with desire for vengence.

Still, there was one pressing issue. If vengeance was to be obtained specialized worlds would be required, and for the correct kind of specialized worlds the dynasties building them would require engineers. "Your soon-to-be-excellency, your plan is fair and effective on paper. You will have the full cooperation of House Carrowspiel in the construction of Forge Worlds. What concerns me however is the proper flow of the required specialists to the houses you intend to task with the production of ship yards and forges. I suggest at the very least you should consider splitting all the engineers trained at the Imperial Shipyards between Dapperon, Jade Wraith, Axar, and of course Carrowspiel so that we are better able to carry out your decree."

The Silicon Oni pauses for a second to consider the DisBarr legislation limit bill. "Yeah. We can vote for that. It is acceptable."

Kyros slaps the arm of his throne angrily. "I must protest! This is a clear display of favoritism which will lead to increased Prestige and increased voting power for the parties named. I must argue against this idea unless balancing measures are taken. Reduce the Prestige granted by Forges and Shipyards subsidized by the Empire, or make provisions for the other Houses to gain Prestige equally quickly. Otherwise, Toron cannot accept the injustice inherent in this plan."

"If I am not mistaken, the plan requires those houses to build shipyards, but does not forbid others from doing so. If I misunderstood, then I agree with Kyros."

Eldred was getting sick of the Political Prancing and the Quesitoning of his Plans.

I am a General not a Politician. So let me put it to you this way: i do favour no one. Those that haven't been mentioned yet are not in disfavour but are free to act on their own. And as i said this was a rough explanation on what i intended.

The law of Supply will stay in effect if i am voted in. It is unpopular but it guarantees a Defense Fleet. I am not a man who gives incentives. I give Orders and when i give those Orders i expect them to be followed. Those who do not follow those Orders will be abandoned to themselves in the Defense of the Empire.

I do not favour anyone here and the Core is defended first and foremost because it is most populated and Vital to the Survival of the Empire. It contains a Third of our Fleet Production and Four Houses. Twice as many as in any other Sector.

But to the Point, you want to know the Fleet and Troop Distribution? It is Quite Simple really: Half the Fleet will keep out more Conclave Fleets at the Rift and the other Half will reclaim the Empire. My Armies and those of anybody in the Core will retake the Planets held by the Conclave there while i expect you to Organize the Defense of your Sectors yourselves until a time where reinforcements can be dispatched to help you. It is not much of a Plan but i doubt any of you has something better.

I'll be hones there if you vote for me Sacrifices will have to be made by all of you, some of you have to make more than others and at times it will seem unfair but this is the way of life, nothing is ever fair. I promise you that i will Throw out the Conclave, that is all i can promise. If that is not enough Vote for somebody else. I have spoken and will answer no more.


With this the Old Crow sat down. Never in his life did he have to hold speeches of such length. He was already sick of it. These fools were wasting time on ridiculous matters while the Conclave would eat them all...

Kyros shakes his head at the words of House Ka'al. "It does not prevent others from doing so, true, but any dynasty which receives Imperial engineers will be able to convert their planets much more quickly than the other houses, in some cases immediately. This will give them increased voting power until the other Houses can build their own specialized planets, which could take years in some cases. In addition, this plan is unfair to Dappernon, Jade Wraith, and any other dynasty which specializes in Engineering; additional Engineers will not help them, as they will still need Psions or Laborers to complete any Shipyards or Forges. You can see that dynasties specializing in those skills are the Archons who will be able to build quite quickly, and thus have the most to gain."

Kyros nods as he listens to Eldred Crow. "With all due respect, honorable Eldred Crow, the Emperor must be both a General and a Politician. If he cannot keep the peace within the Empire, then it does not matter whether the Conclave is defeated; we will fracture and fall apart from within. Ignoring the power shifts of the Council will only allow some factions to gain enough strength to overthrow the eventual Emperor, whoever that may be."

"Your reasons for defending the Core are sound, but the Conclave is active in every sector; it does no good to guard the door when the enemy is already within the house. Their colonies may be hidden all around us, beyond the worlds we know they have conquered; we may guard the door, but be struck down by the fleet which flies in the window. But, as you say, all plans will have flaws until our Intelligence situation is rectified, thus why I suggested making information gathering a priority."

Finally, the Gerenbede speaks. "The House of Dapperon has listened, and deliberated. The Gerenbede will support the House of Crow as Emperor. Not because we are in favor of yet more sacrifices made by my people, but because nothing will be accomplished without a strong leader. The House of Crow have long been made of strong leaders."

BakRij Ku-Dellerem blows a mist of silver from the triangle sockets one might call a nose, and speaks again. "Dapperon has heard your proposal, DisBarr, and the amendment proposed by House Toron. We will vote aye, given that the amendment Toron proposes is added." His voice is somewhat distorted, coming from the speakers of the exo-suit. "House Dapperon will be glad to support the Empire in the supply of it's fleet. However, to construct the Forgeworlds necessary and heat the atmosphere to the proper temperature, will require many engineers and laborers. Whilst your proposal of lifting the ban on ship-building worlds would allow more Engineers to be trained, Dapperon has need of military commanders to do so. As such, I second the House of Carrowspiel's proposal, to send Engineers to both mine, theirs, and other Houses."

As he speaks once more, the silver lines on his face crease and flex, shimmering in the extreme heat of the suit. "I put forth a motion. All specialized forces are to be pooled and distributed as necessary, but the manner in which they would be split would be decided by the Imperial Council, rather than the Emperor. As House Toron has previously stated, liberties granted to the Emperor cannot easily be taken aback. Creating such a pool would allow for the precise creation of specialized worlds in the regions best suited for them. House Dapperon will gladly pledge to produce the Forgeworlds needed to supply the Empire."
