"Hello, everybody.  I am here as a temporary representative of the Hyssissian Territory.  I would like to present to you my view of the situation we find ourselves in, and my opinion on how we should handle this crisis.

As I am sure you are all aware, the Conclave recently attacked us with a force that outnumbers ours by two to one.  With that in mind, our top priority should be to increase our defenses in order to try and defend ourselves in the immediate term.  To this end, we must remove the restriction on non-empire shipbuilding - I believe that the empire may collapse within the year if we limit ourself to the Imperial fleet alone.  Of course, we should ensure that no individual Archon monopolises too much of the fleet, in order to make sure that the Emperor's rule remains absolute.

However, as long as the Conclave's shipyards remain intact we are likely to find ourselves overwhelmed in the long term.  We must also attempt to take the fight back to them.  Therefore, we must also devote as much of our intelligence resources as possible to finding the Conclave shipyards, so that we can bombard them and even the score.

Finally, however, there is the long term to consider - that is, the survival of the empire, and the destruction of the Conclave that would so brazenly kill our ruler and steal our planets.  It is my belief that we are unlikely to be able to best them in conventional warfare, so this leads me to the long term plan I have in mind: the development, construction and use of an Imperial Doom World.

I am aware that this proposal will be controversial, but considering the enemy's overwhelmingly large - and most likely growing - fleet, the use of an unexpected trump card may be our only way to best them.  Further, I believe that Doom Worlds do not present the same dangers as the other banned technologies - they are merely tools rather than intelligences with the capacity to revolt, and therefore as long as they are kept under the capable command of The Emperor they should not present a threat to us.

I therefore propose the following amendment to the Galactic Constitution, and beg that you all give it due and careful consideration.

1. To amend the eighth article of The Galactic Constitution from:
"+ Research into temporal manipulation, artificial intelligence, full-scale genetic manipulation and doom worlds are prohibited by Imperial law under penalty of exile and elimination."
to read:
"+ Research into temporal manipulation, artificial intelligence and full-scale genetic manipulation are prohibited by Imperial law under penalty of exile and elimination.  Research into doom worlds can only be undertaken by the Emperor, and should such research be completed the blueprints for the creation of one must remain secret, only accessible by the Emperor in times of crisis."

2. To add an additional article reading:
"+ In times of crisis the Emperor may construct (or otherwise obtain) and use a single doom world.  This doom world is strictly a last resort, and may only be used against major external threats.  Otherwise, the construction, possession or use of doom worlds is strictly prohibited."

"You already know my counsel in regards to the near-term prosecution of the war; however, I have yet to offer comment on the proposed Doom World. In my opinion, research into Doom World technology would be both premature and irresponsible. The capability to obliterate a world is too much power for anyone to hold; just because it cannot revolt on its own does not mean its commanders cannot revolt, or that it cannot be seized by a hostile power. There is no reason yet to believe that we cannot defeat the Conclave through conventional tactics. They cannot attack us by surprise twice; under the leadership of Emperor Crow, they will find the forewarned Empire to be no easy meat!"

Hashak, the Shandokar archon, spoke up after the Hyssissian representative stopped talking. Being formidably old and having been more machine than organic being for the last two centuries, no expression could be visible on his face - he did, however, sound extremely offended.

"This proposal is an insult to our empire's very history, Hyssissian! Doom Worlds have not been used in thousands of years, and the last time they were seen in this galaxy, they put destroyed the human homeworld! They are machines of blood, death and tears - machines of pure destruction! A planet cannot be conquered using a Doom World, a population cannot be pacified - it serves only the purpose of committing genocide. If the Empire steps so low as to wish to recreate the greatest crimes in the history of the galaxy solely to ensure its survival, then perhaps it does not deserve survival! What separates us from the murderers and barbarians at the gates, if we use weapons a thousandfold darker and more vile than any they have used against us?"

He shook his head violently, pausing in his speech.

"It is my duty as an Archon to oppose both these motions with all my heart and all my strength. I would rather see our worlds torn apart by war than see my house support the creation of a Doom World."

He stopped speaking once again, apparently having finished. After a short pause, he turned towards the newly Emperor.

"Congratulations upon your crowning, Eldred. You will find that I am no lickspittle -  I must express my concern in regards to your desire to establish a supply tax. I have lived through the Years of Withering, and so have you. I saw the empire's strength fall and its unity shatter as Emperors attempted to reduce the liberties of the Archons. In this time of crisis more than ever, the empire needs to tap into all of its potential - and that means giving a certain degree of freedom to the Archons. I also recommend, like another representative before me, the use of incentives for the donation of supplies and intelligence to the empire, rather than enforcing a tithe. If a tithe must be enforced, then I suggest to amend it - make the minimum obligatory, but reward those who go above and beyond the call of duty. You will make more friends that way, and even Emperors need friends in these dark times."

Give 1 supply, 5 morale, 5 intelligence and 3 armies to the emperor.


Nodding to herself at the outcome she had expected Alexis swiftly tapped a few buttons on her console sending a series of cameras feeds to the emperor and the Archons showing several throne rooms full of red haired Wraithers who on que knelt as one crossing ritual blades in front of them and began speaking.

"We swear on our blades and on our honor that from this day until the day we die we shall serve the emperor with honor and completely loyalty, we shall follow the emperors wherever he leads and do his bidding whatever it may be.
If it is required of us we shall die in the emperors service willingly to uphold the honor of jade dynasty.

We are yours to command emperor.

The representative from House Visarian took his time before coming forth with an opinion. However, ti was a one that was weighed carefully.

"House Visarian would like to inform this council of its complete opposition to both proposals. Doom Worlds have caused immeasurable grief and loss to all parties involved and no threat is great enough to risk our own annihilation at the hands of our own weapons while trying to combat the external enemy."

Give 1 supply, 1 morale and 1 army to the emperor.

Eldred Crow I. First Emperor of House Crow, unheard of among the Grey Guard. This would definetly cause some uproar amongst the hardliners of the Guard Regiments. The Day after the Election he appeared publicly and held a Speech to the Election of his Office, in the Evening a Crowning Ceremony would follow.

My People, Brothers and Sisters of the Grey Guard, Cousins of the Wraithers and the Humans, Friends and Citizens of the Rest of the Empire. The History of these Days will be written in Blood. By crushing the Conclave Threat, by seizing the Worlds they stole from us! Even now they dare threaten us, they prepare their fleets and move even upon Capitol itself.

WE WILL SMITE THEM FROM OUR SKIES!

People of the Empire, we will hold them with out fleets, we will fight them in our Orbits, we stop them at our Seas and we will drown our Lands in their Blood! And even as they choke on Imperial Steel, drowned in their own Blood, Their Cities in Ruins and their Race all but extinct, they will know that the Empire belongs to the IMPERIALS!



After a humble Crowning Ceremony and a ,in Grey Guard Customs, extremely Spartanic Festivity, the new Emperor called a COuncil meeting on the next day.

The Proposal of the Hyssissian Archon is VETOED

While you Lord Archon may have not seen the Ruins of Earth and how it looked before, we Humans still remember the Pride of the Lesser Empire. To destroy an entire Planet no matter how dire the circumstances, even worse a life-bearing Planet has no justification whatsoever. It is the most heinous of Crimes and as long as i rule i will personally flay ANYONE who oversteps this law publicly. If you feel that a planet is beyond redemption go ahead and bomb its population into whatever Afterlife you deem proper but i will not support any Planet Destroying Weapons.

We need those Fleets more than anything now, but looking back on our History i deem it prudent to keep new Shipyard Worlds tightly Contolled.

The Proposal of Hosue DisBarr is ACCEPTED with the Following Amendments:
Archons who fail to vote will not be considered in the End Vote to prevent Impotence of the Imperial Council. Thus their vote will be considered as "abstain" but will not influence whether the Vote succeeds or fails.


I think that were all Proposals from the Council so far.
Second Order of Business: Edicts Issued by the Emperor.


The Imperial Supply Tithe is enacted: Every House has to provide at least one Supply to the Supply of the Imperial Fleet and the newly founded Imperial Army. If more than a single Supply Unit is pledged the Donor is granted 0.5 Prestige per Supply pledged.

The Imperial Intelligence Cooperation Treaty: Every House has to provide at least one Intelligence (if possible) to the Imperium. If more than a single Supply Unit is pledged the Donor is granted 0.25 Prestige per Intelligence Pledged.

Hephaistos Act: Forgeworlds are of utmost importance to sustain the Imperial Fleet, thus their Importance is raised to 5 Prestige. Every House which constructs a Forgeworld and provides all its resources to the Empire(for the Duration of the Conclave War) will be granted a World reconquered from the Conclave.

Prometheus Act: Research into Genetic Manipulation is furthermore not completely prohibited. Instead Genetic Manipulation Research falls under §8 of the Imperial Constitution: If the Emperor mandates it Research into Genetic Manipulation is allowed.

House Toron will be granted the Title of Darkwatcher: all Imperial Intelligence Services are his to command and he is to use it to ensure the Security of the Emperor and Empire and discover and exterminate Enemies of the Empire.

House DisBarr is to be granted the Title Admiral of the Riftwatch: With it go 8 Imperial Fleets. He is to Prevent further Incursions of the Conclave and coordinate the Fleet Defense in the Rift and Reach Sectors.

Furthermore The Houses of DisBarr,Ka'al and Carrowspiel are granted the Titles of Archon Militant. Granting them Complete Military Authority over the Defense of their various Sectors only to be vetoed by the Imperial Council/The Emperor/the Admiral of the Riftwatch/the Imperial Regent. This Title is active for one year then it has to be renewed by the Emperor or it is invalid.

Lastly House Shandokar is Granted the Title of Imperial Regent and is trusted with Imperial Reign if the Emperor should fall ill



Now, that we have wrapped up this lets continue onwards to the Reconquista of the Core Worlds.

Darkmaster Toron, i want a full checkup on the Forces contained in the Core and those in the Rift. If yous till have resources remaining i want Intelligence on the Cluster and the Reach.

And i want a rundown on every House currently Constructing a Specialist World.

The representative seems visibly annoyed.  However, he continues to speak calmly.

"Very well, your majesty.  Then I would like to bring up another issue - that is, that we are critically short on engineering experts.  As I believe the engineering experts currently attributed to my house are but a clerical error, we may only have enough engineers to construct two more shipyards.  I suggest that we should construct these two shipyards, and divert supplies away from our armies to operate them - in other words, that we should be building fleets, not forgeworlds.  Armies are no use if the Conclave decides to use orbital strikes on our shipyards - and considering they were prepared to assassinate the emperor with no provocation, I do not believe we can rule out that possibility.

With that done, we should still have enough left over to build an intelligence centre.  That would help us to find our enemy's shipyards, and protect our planets and emperor.

Finally, I pledge 5 intelligence, 3 supply and 3 armies to the empire."

Another thought seems to come to him, and he decides to add one last point.

"Of course, we could fix our engineer shortage in the long term by building academies to train them.  However, I fear that in order to survive the Conclave's onslaught in the immediate term we must build as many ships as possible, as soon as possible."
