Vinci Carrowspiel appeared on the screen, his 7 foot tall Chassis painted black in mourning. "My fellow Archons, We have five shipyards and as far as I am aware no forge worlds. Although every child of the cluster, aside from my misguided late designer, also dreams of the day when our people can build their own fleet in service of the empire once more, we need to supply what we have first. I would gladly support the overturning of ship laws once the Galaxy has the resources to easily support more ships."

His eyes glow a bright crimson. "As for the matter of replacing my late designer... I feel his death was caused by the complacency of the empire as a whole over many centuries, not the folly of any one individual or house. To prove that we harbor no ill will towards his guards over the death, and that practically speaking humans do tend to have the better military minds, I speak for the children of the Breen when I move that the next emperor should come from House Crow. Does anybody second the motion?"

"We are in a state of war and our fleet does not seem capable of defeating this new enemy.

I propose that my people be granted permission to being production of warships in secret effective immediately, with your support I can build a fleet that the conclave will know nothing about and then when they decide to move forwards and attack again we can begin our counter strike.

It seems clear they know what the imperial fleet is capable of and they likely have knowledge of it's number.
If I was to produce a fleet of my own in secret then when they face the imperial fleet I can be in position to move in support of the fleet taking the conclave complete off guard and with luck, dealing a serious blow to it's military power, obviously I will need the support of House Ka'al, the Axar Coalition or both for the psionics.

I would of course welcome you all to send a representative to monitor my production if you do not trust in my the honor of my word.

"If you want something done in secret you should propose it in private to the Emperor once an Emperor is elected. Your idea is solid, but as a matter of practicality, I will not support the construction of more ship yards until the empire has more Forgeworlds to supply them."

"And I will be more then happy to supply engineers to assist with the construction of those forge worlds."

"Not necesarily. One does not need a fancy forge world to grow food, nor refine fuel or make missiles, just a really big pile of peasants. Part of the whole grit and determination schtick I keep talking about."

"A fleet or an army needs supplies, supplies come from a forge world if we are to get them in significant numbers."

Eldred Crow stood up, his face pale...even paler then usual. "Fellow Councilmen, even though i am flattered by your choice, i implore you to reconsider. House Crow has never provided an Emperor, other Human Houses are far better suited to this role than we are. But as the situation with the supply issues persists the Grey Guard offers up all it can to support the Fleet."

The Council need not vote on fleet disposition until the Late Phase.

Intelligence budgets must be assigned in the Early Phase.  All Intelligence is currently private, and all Archons have 5 Intelligence points.  Unless otherwise stated, budgets will remain the same between Quarters and if no budget is assigned all Intelligence will go to Counterespionage.

There are no plans at present to create Specialist Worlds, but any construction must begin now in the Early Phase.  Specialist Worlds are less productive overall and are less popular with the masses than the more agricultural General Worlds, but are worth more Prestige and can fill out gaps in the Empire's production.

The motion to Elect Emperor Crow has now been taken up.  Archons must vote Yea Aye, Nay or Abstain.  Abstaining votes count against the election.
