"To Torn: The Reach was blessed or ignored, and faced no Conclave forces of notable size.

"To Disbarr: I am unconvinced that outposts are the ideal course of action. On the other hand, diplomacy seems like an excellent option."

Hashak spoke up after the Torn representative asked for a report on the activities of each sector.

"The Hyssissian Archon and I worked in tandem to launch an invasion on the known conclave worlds in the core. They were all but undefended, and fell without heavy resistance. This has lead me to believe their objective during the last quarter was solely to take the Capitol. A show of force, if you will, as well as an action to neutralize our main shipyards. Whether or not they will resort to the same tactics during this Quarter is hard to predict."

At the mention of a diplomatic channel, he remained silent, seeming thoughtful.

"While I disagree with raising the prestige of Shipyards so highly, when they cannot function without Forgeworlds to supply them, I believe Outposts are the direction we should head at the soonest oppurtunity. Diplomacy will yield nothing, as we have seen; they slag our worlds, rather than ask for their surrender. We must construct as many Outposts as possible, until we can stave off further attacks. Then, and only then, will Shipyards be a good idea. For only then can we strike back."

"Outposts are not ideal- they will separate our forces and invite the Conclave to wipe us out one sector at a time. But. Not only do outposts not need any supplies, easing the pressure on forgeworlds, they also consume specialists complementary to the ones needed by Shipyars (Mil+Lab Vs. Eng+Psi respectively) which is very important this quarter specifically, since we are so far behind on fleets."

I tried to play chess but two of my opponents were playing competitive checkers as a third person walked in with Game of Thrones in hand confused cause they thought this was the book club.

Vinci appears on screen, face torn between terror, mourning, and pride. "It is a sad day for the empire indeed, but in the Cluster the local news is all good. We suffered no major losses, and recaptured all three known Conclave worlds in the sector."

Kyros nods decisively. "House Toron seconds the motion to open diplomatic relations with the Conclave. The only worlds they slagged were Shipyards, presumably to save their armies for conquest. I would be surprised if such measures succeeded, but they may delay the Conclave's onslaught, and time is a precious commodity for us if we are to retool."

Second Conclave Diplomacy motion

"House Toron also believes we should adopt a strongly defensive posture this quarter, to begin recovering our strength. We will need Shipyards to guard every Sector, and we will also need Outposts, which function as excellent force multipliers when acting in defense. To that end, we second the motion to adjust the Prestige value of Shipyards, Outposts, and Forgeworlds."

Second motion to set Shipyards and Outposts to 4 Prestige, and Forgeworlds to 3

Kyros sneers, examining his datapad. "In addition, it appears that some Houses have gone silent, either through treachery or simple negligence. House Toron proposes that, unless the leaders of the Jade Wraith or the Axar Coalition object in this Council meeting within 24 hours of this bill being passed, the specialists and worlds of the named Houses be added to the Imperial demesne."

"I would support a motion to raise the prestige of Shipyards and Outposts, but I propose a different level. You will see the specifics my economics adviser has created on your Holopad." The suggestion makes a notice of raising the prestige of worlds based on their role in events thus far, output, quality of staff, etc. Nonetheless, an average can be seen.

Suggest amendment; Shipyards worth 3, Outposts worth 4, no change to Forgeworlds.

The imperial capital was seized and empire as a political entity shall not survive in the present state if we allow current situation to settle. Conclave is an enemy that does not seek a reasonable settlement and instead opted for war of conquest.
Any Measure that would see construction of more specialised worlds is welcome and neccesary. All specialists across the empire should be pulled together and a centralized development plan organized, wihch would furnish each house with a shipyard and a forge."


Second motion on amended prestige values for specialist worlds
Reject Diplomacy with Conclave motion.

Chaos. In the burnt ruins of the Imperial Palace reigned Chaos. The Grey Guard had lost its Lord Commander and it's second in Command too...and half of the Grey Guard. Following the line of Command Captain-General Karl-Heinz was to become the next Archon of House Crow.

The next day Transmission was recieved by the Council.
House Crow has forsaken the empire, the Grey Guard has forsaken the Empire. Never again shalll we climb the Throne. We are not destined to do so and we wont test Fate ever again in this matter. Our Vote is for the Regent.



House Crow proposes the Regent Shandokar as new Emperor.

"And how do you know this? In any case, diplomacy costs us nothing. As you note, if we allow the current situation to settle, the Empire will not survive. We need to change the situation. The simplest way to do so? Try diplomacy."

"Diplomacy that asks us to submit to their demands will mean utter destruction of the empire. Imperial resources still contain massive amount of unassigned intelligence which can be used to discern enemy motives and sow disinformation and gather info on potential weak spots. This should be a war council, not an appeasement one!"

"We can't say for sure until we try. And what do we have to lose with that try? Worst case scenario, they kill the ambassador we send. It's a tragedy, but it doesn't impair our ability to fight, and I doubt that even the Conclave would be that barbaric.
