By the orders of the Imperial Regent, the Council Meeting following the fall of the Capitol was held inside a station orbiting Kar, the capital of the Shandokar worlds, until a new capital could be assigned. The Regent presented himself in person, and made his opening speech.
"Archons, the hour is grave. We severely underestimated the naval power of the Conclave fleet, or their ability to strike the Core itself. Eldred is dead for all we know, Imperial morale is in shambles, and we have lost a total of five of our shipyard worlds. The Empire is on the brink of annihilation. We must act swiftly, and without hesitation. In these hard times, we require a strong leader. Someone must lead the Empire. In order to be expedient here, I will put forward two acts as Regent to facilitate the proceedings."
Imperial decree: The Archons have 72 hours ((IRL)) to elect an Emperor, otherwise the Regent will remain in his seat and he will be tasked with designating a successor to his position should he die.
Imperial decree: In order to prevent future Regents from abusing this power, Regents may not dismantle the council under any circumstances, nor may they attempt to create a tie with their votes. If the Regent's vote ultimately caused a tie, his vote will change to "Abstain" and the new majority's candidate will be elected.
"I have no intention of remaining in this seat if you do not wish me to, Archons. However, I will not allow this council to waste time while we are at war. I have some advice to be offered before the voting begins.
It is evident that we can no longer afford to be individualists. I suggest putting forward a mandate to force each house to create at least one specialist world this quarter, unless it is absolutely impossible to reach an agreement with other houses, or the only specialist worlds available are not immediately necessary for the war. As such, I also recommend the prestige value of shipyards to be increased to five, while outposts and garrisons should be increased to four. I also recommend that we immediately start a campaign to retake the lost worlds of the core, for we cannot allow three shipyards to remain in Conclave hands while we have lost five. As such, the creation of outposts in the sector and the deployment of ships inside it should be a priority.
I have no one to put forward as a candidate for the imperial throne. Should I be elected, you can expect me to enforce the acts I have just suggested. That's all I have to say. The floor is yours, gentlemen."
