supply all armies. Leave them in the Rift (I'm assuming all the Admiralty's ships to be supplied, since the Empire has no supply shortage so what is happening with that? (we do have enough supplies in the imperial coffers, if we don't supply 4 of the armies, which seems like a good choice) and does Riftwatch get extra 2 ships from the increased shipyard yield? It would really help out.)

To All Archons:

all Offensive Actions are to be put on standby under further Notice.
This is a Priority 1 Order directly from the Emperor. Failure to follow it will end it in immediate Termination of the Entire Offending House.

All Fleet Admirals wait for further Orders.


All Shipyard Worlds waiting for Construction are approved by the Emperor.

As of 0700 this Day Conclave Fleets are enchroaching on all our Sectors. The various Archon Militants and Fleet Admirals have been informed of their Orders.  If you all follow your orders we might turn this into a Victory.

Intercept the enemy fleet nearby to at least 2 worlds, 4 ships are to intercept it's lead elements using anything nearby for concealment until they intercept to take the enemy by surprise the remaining fleet forms 2 forces of 3 and hides behind the planets to avoid detection.
The initial assault is to open fire on the lead enemy ship then fall back away from the 2 planets when the enemy starts to bring more ships into firing range, as it does so the remaining 2 forces are to assault the flanks of the enemy force.
The lead force is to halt it's fall back and reengage the enemy. Each of the 3 forces is to pick a single enemy ship and destroy it before picking a new target. If a ships shields or armor is failing it's to adjust position with another ship to reduce the fire it's taking to remain functional as long as possible, if the ship is failing it is to ram an enemy vessel.

All forces are to attack head on and force the enemy fleet to cluster so it is unable to bring all 10 of it's ships into the fight at once.

The Wraither ships are to form the initial interception force.

Rather than see both flotillas defeated in detail, it has been decided to make a stand in the Rift and only lose one shipyard."
set 7 ships to Rift defense. Set 1 ship to Rift offense. Set 6 armies to Rift offense and 1 to Rift defense.
"We hope that the Axar will assist with ground defense, in the unlikely event that a Conclave invasion breaks through our pickets, though we fear they will simply nuke worlds, since their commanders lack the noble honor of Archons"

The fleet and armies granted to Shandokar and Hyssis are set on the offense to launch an invasion of the Conclave worlds, sending three armies into one world each. The fleet should initially feint being on the defensive before transporting the troops for drops.

Morale may have been shaken by the recent losses, but the Empire remains strong.  All Hail the Empire!

Alpha Shipyard, the Wraither Shipyard and Capitol have all been seized by the Conclave.
Gamma and Delta Shipyard have been slagged.
Two general worlds and a Forgeworld have been seized by Imperial forces in the Cluster.
Three general worlds have been seized by Imperial forces in the Rift.

The Galactic Emperor, Eldred Crow, is dead.  The Imperial Council now convenes to rule in his stead, headed by the Imperial Regent as first speaker.

Early Phase, Q2 1000 IR has begun.  Intelligence and Morale must be assigned, specialists are produced and worlds may be specialised or discovered.  Please check the spreadsheet for your current specialist allocations.

By the orders of the Imperial Regent, the Council Meeting following the fall of the Capitol was held inside a station orbiting Kar, the capital of the Shandokar worlds, until a new capital could be assigned. The Regent presented himself in person, and made his opening speech.

"Archons, the hour is grave. We severely underestimated the naval power of the Conclave fleet, or their ability to strike the Core itself. Eldred is dead for all we know, Imperial morale is in shambles, and we have lost a total of five of our shipyard worlds. The Empire is on the brink of annihilation. We must act swiftly, and without hesitation. In these hard times, we require a strong leader. Someone must lead the Empire. In order to be expedient here, I will put forward two acts as Regent to facilitate the proceedings."

Imperial decree: The Archons have 72 hours ((IRL)) to elect an Emperor, otherwise the Regent will remain in his seat and he will be tasked with designating a successor to his position should he die.
Imperial decree: In order to prevent future Regents from abusing this power, Regents may not dismantle the council under any circumstances, nor may they attempt to create a tie with their votes. If the Regent's vote ultimately caused a tie, his vote will change to "Abstain" and the new majority's candidate will be elected.


"I have no intention of remaining in this seat if you do not wish me to, Archons. However, I will not allow this council to waste time while we are at war. I have some advice to be offered before the voting begins.

It is evident that we can no longer afford to be individualists. I suggest putting forward a mandate to force each house to create at least one specialist world this quarter, unless it is absolutely impossible to reach an agreement with other houses, or the only specialist worlds available are not immediately necessary for the war. As such, I also recommend the prestige value of shipyards to be increased to five, while outposts and garrisons should be increased to four. I also recommend that we immediately start a campaign to retake the lost worlds of the core, for we cannot allow three shipyards to remain in Conclave hands while we have lost five. As such, the creation of outposts in the sector and the deployment of ships inside it should be a priority.

I have no one to put forward as a candidate for the imperial throne. Should I be elected, you can expect me to enforce the acts I have just suggested. That's all I have to say. The floor is yours, gentlemen."

Disaster.

Two Shipyards destroyed. Two more captured by the Conclave. Six other worlds conquered. The Empire has gone from knowing nothing about the Conclave, to having everything it knows be wrong.

Kyros Torn seats himself in his audience chamber, schooling his features to calmness. He idly wonders who will succeed Eldred as the leader of House Crow. Opening his hypernet relay, he addresses the Imperial Council.

"Before anything else, I would like to hear a full account from the commanders of each Sector. To have suffered a defeat of this magnitude, we were either extraordinarily unlucky, or the intelligence we gathered was faulty. We cannot act until we know which."

"Fellow archons" Voclaw Disbarr, Admiral of the Riftwatch says "we have suffered a major setback in regards to shipyard count, even as we managed to decrease the coclave size by 3 worlds and even increase our own by 1. That is to say: this war is far from over. However it also means that the enemy has massive fleet superoority. It is the opinion of the Admiralty that more outposts need to be built (and a suggestion that forgeworlds be bought down to 3 prestige while Shipyards and Outposts be elevated to 4 each)"
"Also", Voclaw pauses as if unsure, "It is my personal opinion that we need to get a diplomatic line out to the conclave. Find out what they want, maybe even get a peaceful solution going"
