[OOC Note. Why are specialized things inefficient? As it stands now, even if we didn't care about a resource besides Ships, it would be most efficient to simply colonize worlds, rather than specialize them, which seems counter-intuitive, since we're paying to specialize them; usually the idea of specialization is that it is more efficient than generalization, but cannot do anything other than what is designed for...as it is now, the only worlds truly worth specializing, from a long-term and/or unified standpoint, are ones that we turn into Outposts, Academies, or Shipyards.]

"The emperor made no decree against colonization, and went so far as to say the fleet wont be protecting the Cluster for some time, so yes I am proposing that we hide. The conclave will burn and pay for what they did, but it wont happen tomorrow. You think hiding makes me happy?"

The Oni scowls, growls, and plays an audio-file of yet a deeper growl. "I long for the day when I can avenge my maker and take the fight to the murderers, but in the meantime the emperor has said sacrifices will have to be made. As his plan stands, for the Cluster, the sacrifice will very likely be made in planets taken or bombarded by the conclave. I fully accept the emperor's plan and its potential costs without question, and seek only to ensure what we build to support the war effort will not easily fall into ennemy hands. If the emperor's justice has any better ideas as to how the sector I have been tasked to defend can be defended without a fleet and with most of the supply for our armies going to the imperial cause, I would absolutely love to hear them."

"And speaking of capability, I believe the power of the Empire is increased more by the construction of specialized worlds than by the colonization of hidey holes. The Houses of the Cluster offer you four experts of your choice in exchange for your three Psions? To secure them for a worthier cause in our own Quadrant, I would offer you three Military Specialists immediately to seed your own Intelligence Hub, as well as your choice of the next two Military Specialists we produce (we cannot guarantee when they will come, but they will complete your contruction quota) or the first two Psions to be trained after our own Intelligence Hub is completed. With luck, we will both be able to make our specializations the next quarter."

Proposed Deal:

House Toron sends 3 Military to Ka'al
House Ka'al sends 3 Psions to House Toron

Kyros Toron holds up his hands placatingly in response to Carrowspiel and Dappernon. "I did not intend to imply cowardice of either of your fine dynasties. However, consider this; the strength of the Empire is its unity. By pooling our assets, the production of our specialized worlds, we can form a hammer to smash the Conclave. What you propose instead is to diffuse our efforts, to make each House too big to be conquered easily. I would suggest that the Conclave already possesses the ability to discover any hidden colonies we might produce, as well as the capability to conquer them faster than we can colonize new worlds. It is an unsustainable strategy; better to strengthen the Hammer of the Emperor, by producing specialized worlds."


[Specialized worlds produce more than specialists; they also produce Resources. A general world just produces one random specialist; a Specialized world produces one specific specialist (giving more control over future production) as well as a quantity of Resources- not just military assets like Armies and Ships, but Supply, Intelligence, and Morale as well.]



EDIT: Just checked Ka'al's assets, and there's a better deal to be made.

House Ka'al sends 3 Psions to House Toron this quarter

This sets Toron toward an Intelligence Hub, leaving Ka'al with 3 Engineers

House Toron sends 3 Military immediately to Ka'al and the next 2 as soon as they become available (an Outpost, and Toron will freely trade Labor specialists with the Emperor's pool of Military to make this happen swiftly)

OR

House Toron sends 5 Psions to Ka'al after Toron builds Intelligence Hub (as they become available, guaranteed 1 per turn, sets Ka'al toward a Shipyard for our Quadrant)

The future is too uncertain to guarantee more, but for an Outpost or a Shipyard in our own Quadrant, Toron is willing to make quite favorable trades indeed.

Vinci nods heavily, and tries his best to make the debate less personal. "I fear I have been misunderstood. Your logic is sound Kyros. The strength of the empire is unity. My goal isn't to get big for the sake of survival, that would be dumb, my objective is to ensure what we do build for the empire is safe. I'll be blunt and say the way our situation stands the Conclave can just waltz right in and take what they want from our sector. If we build on known worlds, the conclave can just steal what we make and use it to supply their own war efforts."

The Oni shakes his head. "I have three houses pooling resources. We will found a colony, build it up into a specialized world, then do the same for each of our neighbors, and then repeat the process until such a time the cluster is safe enough for us to build openly. This is not some madhat scheme to avoid destruction at the cost of spreading ourselves thin. We are building up specialized worlds for war just the rest of you are, just in a fashion that is a bit more cautious and deliberate, so as to see that what we build is put to use by the empire and not its enemies."

"In theory Dapperon will be donating indirectly under the trade plan I proposed, assuming both your house and Visarian are up to it... and assuming Ka'al agrees to take the offer from the cluster as opposed to the offer from House Toron."

Darker news is afield, however.  The captured worlds across the Galaxy now declare themselves allied to a mysterious force known as the 'Conclave', though details of this organisation are sketchy at best.  Imperial citizens need not fear, though; the Imperial Fleet will doubtless soon mobilise to take back our worlds and crush the Conclave scum.  However, their despotic changes have already begun to work upon the captured planets.  In the Cluster, the citizens of one peaceful agricultural world have been brutally enslaved and forced to work in the industrial camps now springing up around the planet; the new Forgeworld no doubt will send its supplies to oppose the Empire in many (ineffective) ways.  In the Reach, however, one of the worlds has been converted to producing medical supplies and disaster relief equipment.  Citizens should not be fooled by the apparent 'mercy' shown here, as it is little more than a propaganda trick to sway the weaker minded.

All Hail the Emperor!

A Wraither agricultural world is converted to a Shipyard.
Reddes is converted to a Forgeworld.
Immigration brings 1 Engineer to House Dapperon.

A Conclave world in the Cluster is converted to a Forgeworld.
A Conclave world in the Reach is converted to a Propaganda Hub.

Unless otherwise indicated via PM or here, Intelligence efforts are unsuccessful.

+ Specialist worlds now produce a base of 4 of each Resource type; e.g. Forgeworlds produce 4 Supply, Shipyards produce 4 Ships.

+ General worlds produce random specialists, but they are now weighted so that there is a 50% chance of producing the owner race's preferred specialist type (Humans more likely to produce Military specialists, Pra'Grue to produce Psions etc).

+ Intelligence Infiltration added as a new Intel option; attempts to recon the enemy's intelligence ministry and get reports on their intel distribution.  Defending party has a 50% bonus to relevant Counterespionage allocation.

+ Counterintelligence is split evenly between defending against all intelligence attacks, unless CI is assigned specifically to one area.

+ The maximum Prestige that can be awarded for Imperial Donations of Resources is 1 Prestige per Resource.  The Maximum one-off reward for donating specialists to the Imperial Demesne is 4 Prestige (valid for one quarter only).

+ The Emperor may declare the end of a Phase at any time by Closing the Conucil.  When there is no Emperor, the Imperial Council may Close Session by a simple majority resolution.

+ Academy Worlds may be devoted to Education or Research.  Education-set Academies produce 2 specialists of a desired type at the start of each Early Phase.  Research-set Academies consume 3-4 specialists at the start of the Early Phase depending on what they are set to research.  Each Researching Academy contributes a cumulative 1-2% chance to discover an advancement in the field they are set to research in.  See Research Rules for more.

Propaganda Development: Improvements to entertainment systems, medical care, food production, population control.  1% chance of new developments.  Safe.  Costs 1 Psi, 1 Engineer, 1 Labour.


Genetic Engineering: Bespoke gene tailoring for military and industrial ends.  2% chance of new developments.  Risky.  Costs 2 Engineers, 1 Psi, 1 Military.

Artificial Intelligence: Creating synthetic sophonts to deal with a wide variety of tasks.  2% chance of new developments.  Risky.  Costs 2 Engineers, 2 Psi.

Temporal Manipulation: Attempts to bend the space-time continuum to compress or extend space and/or time.  2% chance of new developments.  Risky.  Costs 2 Military, 1 Labour, 1 Engineer.

Elder Research: Reconstructing the glories and horrors of the ancient ones who came before.  Doom world research is part of this field.  Very Risky.  Costs 2 Military, 2 Labour

Cyber-Psi Interface: The rift between synthetic and organic intelligence is too great to be bridged by psionics as we know it.  Interface research attempts to create direct interface between cybernetic and organic life.  Risky.  Costs 2 Psi, 1 Labour, 1 Engineer.


End of the Early Phase.
The Late Phase has begun.  Colonies may not be settled or developed.  Intelligence and Morale may no longer be assigned.  Fleets and armies must be assigned.  Conflicts will resolve at the end of the Phase.

In a report to the emperor.

" My emperor my fleet stands ready and is supplied, I must request supplies for my armies to man the fleet, if you will grant them I can begin driving the conclave from the core immediately."

In a request to the head of intelligence.

" I am preparing an assault to begin the reconquest of the core, if you have any information on the conclave here now would be the time to share it. "

Use my 4 supply for my fleet. Use any supply from the emperor for armies.
