Signups in the OOC Thread, along with general chatter.  New players always welcome, and encouraged to start as one of the four Major Races.

As per my MO, here's a new political roleplaying game.  This is based directly off Galactic Emperor: Succession, by Skotos Games, which ran somewhere around ten years ago and has a special place in my heart.  Players take on the role of Archons, overlords in the Galactic Imperium and members of the Imperial Council by virtue of rank and power.

It is the year 1000 I.R. (Imperial Reckoning), millenial anniversary of the founding of the Empire, and the Galactic Emperor was recently assassinated by unknown forces.  At the same time, dozens of warships attributed to a mysterious new faction known as the Conclave emerged from hidden bases across the galaxy and seized a number of Imperial worlds.  Without a clear leader to direct the war, the Imperial Council must now vote not only on the election of a new Emperor but also upon how to conduct the war with the new enemy that outclasses them so severely.

Rules Amendments: 1000IR

+ Specialist worlds now produce a base of 4 of each Resource type; e.g. Forgeworlds produce 4 Supply, Shipyards produce 4 Ships.

+ General worlds produce random specialists, but they are now weighted so that there is a 50% chance of producing the owner race's preferred specialist type (Humans more likely to produce Military specialists, Pra'Grue to produce Psions etc).

+ Intelligence Infiltration added as a new Intel option; attempts to recon the enemy's intelligence ministry and get reports on their intel distribution.  Defending party has a 50% bonus to relevant Counterespionage allocation.

+ Counterintelligence is split evenly between defending against all intelligence attacks, unless CI is assigned specifically to one area.

+ The maximum Prestige that can be awarded for Imperial Donations of Resources is 1 Prestige per Resource.  The Maximum one-off reward for donating specialists to the Imperial Demesne is 4 Prestige (valid for one quarter only).

+ The Emperor may declare the end of a Phase at any time by Closing the Conucil.  When there is no Emperor, the Imperial Council may Close Session by a simple majority resolution.

+ Academy Worlds may be devoted to Education or Research.  Education-set Academies produce 2 specialists of a desired type at the start of each Early Phase.  Research-set Academies consume 3-4 specialists at the start of the Early Phase depending on what they are set to research.  Each Researching Academy contributes a cumulative 1-2% chance to discover an advancement in the field they are set to research in.  See Research Rules for more.

+ Resources donated to the Imperial Demesne must remain there for one Quarter at minimum, and if they are to be withdrawn they must be withdrawn at the start of the Early Phase, before voting is taken into account.  This prevents exploits of the voting system.

There are ten possible avenues of research.  Five Safe, Five Risky.  Research Academies may be set to research one field each.  The Safe fields are less productive, evolutionary developments of existing technologies.  The Risky fields are revolutionary developments, but carry the risk of terrible disaster.

Military Development: Improves weapon designs, troop deployment techniques, miniaturisation.  1% chance of new developments.  Safe.  Costs 2 Military, 1 Psi.

Naval Development: Improvements to drive systems, weapons systems, life support.  1% chance of new developments.  Safe.  Costs 2 Engineers, 1 Military.

Industrial Development: Improvements to manufacturing techniques, industrial materials and applications.  1% chance of new developments.  Safe.  Costs 2 Labour, 1 Engineer.

Intelligence Development: Improvements to security, reconnaissance, psionic training, simple cybernetics.  1% chance of new developments.  Safe.  Costs 2 Psi, 1 Labour.

Propaganda Development: Improvements to entertainment systems, medical care, food production, population control.  1% chance of new developments.  Safe.  Costs 1 Psi, 1 Engineer, 1 Labour.


Genetic Engineering: Bespoke gene tailoring for military and industrial ends.  2% chance of new developments.  Risky.  Costs 2 Engineers, 1 Psi, 1 Military.

Artificial Intelligence: Creating synthetic sophonts to deal with a wide variety of tasks.  2% chance of new developments.  Risky.  Costs 2 Engineers, 2 Psi.

Temporal Manipulation: Attempts to bend the space-time continuum to compress or extend space and/or time.  2% chance of new developments.  Risky.  Costs 2 Military, 1 Labour, 1 Engineer.

Elder Research: Reconstructing the glories and horrors of the ancient ones who came before.  Doom world research is part of this field.  Very Risky.  Costs 2 Military, 2 Labour

Cyber-Psi Interface: The rift between synthetic and organic intelligence is too great to be bridged by psionics as we know it.  Interface research attempts to create direct interface between cybernetic and organic life.  Risky.  Costs 2 Psi, 1 Labour, 1 Engineer.

Archons: Bold your votes, propositions and actions.
Emperors: Bold your commands.

+ The Emperor is the sole source of authority in the Galaxy and may direct Imperial resources as he wishes without Council approval.

+ When no Emperor is on the throne, the Imperial Council must vote as a whole on how to direct Imperial resources.

+ When there is no Emperor on the throne, the Imperial Council must meet once per quarter to choose a new Emperor.  This voting can take place at any time within the quarter, as soon as the resolution is proposed and seconded.

+ Resolutions within the Imperial Council must be proposed and seconded by another Archon to be eligible for vote.

+ Shipyards can only be produced within the imperial demesne or the Emperor's private demesne freely.  Construction of extra-Imperial shipyards by Archons is permissible only with the direct approval of the Emperor.

+ Voting on Imperial Council resolutions is by Prestige-weighted vote.  All Archons are eligible to vote.

+ The voting stage for a bill or resolution lasts no longer than 48 hours [RL & IC].  Archons who fail to vote are considered to have 'abstained', but their vote does not count against Aye votes for constitutional amendments or Imperial election.  Constitutional amendment by the Emperor is unlimited.  Amendment by the council must achieve a 67% majority of Ayes, against Nays and deliberate Abstains.  Ordinary bills do not count Abstains, only Ayes and Nays, and require a 51% majority to pass.

+ Archons are expected but not legally required to contribute some or all of their resources to the Imperium.

+ Research into temporal manipulation, artificial intelligence, and doom worlds are prohibited by Imperial law under penalty of exile and elimination.  Imperial-mandated research into genetic manipulation is permitted.

+ Research not mandated explicitly by the Emperor into military or industrial technologies carries a penalty of five specialists or one world and must be curtailed immediately.

Imperial Supply Tithe: All Houses must provide at least 1 Supply to the supply of the Imperial Fleet and Army.  After the first Supply, further Supply donated garners a bonus of 0.5 Prestige per Supply pledged.

Imperial Intelligence Cooperation Treaty: All Houses must provide at least 1 Intelligence (if possible) to the Imperium.  After the first  Intelligence, further points donated garners a bonus of 0.25 Prestige per point pledged.

Imperial Development Edict: A pool of Specialists is reserved as part of the Imperial Demense.  They may be freely taken from the demesne so long as an equal number are returned.

The Galactic Emperor, Rubus Carrowspiel VIII, is dead.  He as assassinated on Capitol by orbital lance from an unknown and unidentified light craft that was able to evade planetary defences.  Four hours later, twelve worlds across the Galaxy were seized by a fleet of nearly thirty motherships, outclassing the Imperial Fleet completely.

The Imperial Council has now convened by Hyperlink and all Archons must now be ready to vote for a new Emperor and/or the decisions the Imperial Council must make in his stead.

The Imperial Shipyards were not touched in the initial attack, so the full fleet of 15 Ships should be at the Council's disposal.  However, the Imperial Demesne does not provide Supply.  Archons must donate at least 15 Supply total in order to fully support the Imperial Fleet.  Without donations, the Imperium has no other resources at its disposal.

It is now the Early Phase, Q1, 1000 I.R.

There are two motions the Council must vote upon.  All Archons presently have a total of 5 Votes (equal to their 5 Prestige).

Electing a new Emperor from among the Dynasties.
If no Emperor is elected, deciding how to make use of Imperial Resources.

(( Do we also have NPC archons who will place votes and can be voted for as the new emperor or is it just the player controlled? ))

Ancient, almost deemed immortal by Grey Guard Standards, Lord Commander Eldred Crow was already in the Imperial Council Chambers at Capitol. Although these days the Council mostly convened via Hyperlink, he usually appeared personally spending reat amounts of time around the Emperor anyway.

The man had seen a dozen emperors but despite his age he still stood with a straight back, only his sunken and slightly clouded eyes showing his age. Turning towards the holo-screensthrough which he could see the Archons the Lord Commander opened emotionless, cold with the same short speech he had always held.

"The Emperor is dead, we have convened to elect a New One." with that he silently settled in a chair reserved for him.

Ka'al'Impral bent its legs in a gesture roughly analogous to nodding.
"The question is, who will become the Emperor? I suspect that if each was allowed to vote for himself, he would. Hence, I would like to propose that each of us be forbidden to vote for ourselves."

Eldred rises again.

 "We have never voted for ourself. Indeed as you all know House Crow has never been Emperor, nor do we wish to be. But since we are at war, it is only logical that a Human should be Emperor. Thus House Crow opts that either House DisBarr or House Toron provide the Next Emperor.

We will vote for the man or woman we deem best suited for the job and who we believe will be a loyal friend to our people. Anybody wishing to become the next emperor who seeks out vote needs only put his case to us in private.

Steward Thegn, the slender and wizened Axarite who manages the affairs of Capitol in the absence of the Emperor, enters the Council room.  For those communicating by proxy, he appears on the holograph in his ceremonial robes.

"On behalf of the Council, I am required to remind you that in order for a candidate to be valid for voting, as with all other resolutions he must be proposed by one Archon and seconded by another.  Although an Archon by tradition but not law should not put himself up for voting, any eligible Archon is expected to make a case for himself or another at this time - if no Archon has yet distinguished himself, voters may abstain until a suitable candidate becomes apparent.

"In addition to the question of the Emperor, the Empire itself is presently undersupplied where its fleet is concerned.  Emperor Carrowspiel supported the fleet mostly from his own demesne before the assassination, but without a clear Emperor this is not an option.  Are any Archons willing to serve the Imperium by donating Supply or other resources to be used by the Council?  The more ambitious might consider that Emperors have been elected in the past based on their shows of service during a Regency.

"On the subject of resources, there are also pressing intelligence concerns alongside the defense concerns for the Council to consider.  At this point we have no clue where the Conclave attack fleet came from, beyond the supposition of colonies located in the 'dark' sectors.  If we wish to bring the fight back to the Conclave, the Council must determine where to strike and guard against possible acts of sabotage.

"To aid in these decisions, I have updated your holopads with information on the current state of Archonate and Imperial resources.  [See the second post under the Imperial Sectors section.]

"The Imperial Fleet is still at full capacity, but the Conclave Fleet outclassed them in the initial exchange.  The Council must decide how best to defend the galaxy against their inevitable next attack.  If it makes a difference, their actions thus far suggest that their intent is to capture worlds rather than destroy them, but they possessed sufficient ground forces to overcome the personal retinues of the Archons throughout the Galaxy.  A focus on ground defence may be as important as naval superiority.

"Finally, the Archons who owned the twelve worlds captured were all killed during the attacks and their dynasties extinguished.  Should these worlds be retaken, they will be free to be assigned to new Archons by the Council; no doubt those who have served the Empire best and most selflessly in these trying times.

"This concludes my summary.  I return the chair to the Council to discuss."

I tried to play chess but two of my opponents were playing competitive checkers as a third person walked in with Game of Thrones in hand confused cause they thought this was the book club.

"Ahhh the fleet, now we come onto ground in which my people lead. More then any other race in the empire my people are engineers, in the past the emperor has refused to allow us to construct ships ourselves and this has been something of an issue.

Our service has always been loyal but the emperors have insulted us at every turn doubting us and refusing to allow us to put our skills to the fullest use.

If the new emperor would allow it and the Axar Coalition and House Ka'al would supply us with the psionics we require then we could begin mass production of ships within the year ready to begin a counter offensive to reclaim the core.
We need to focus our resources and my people have resources that are going to waste by imperial edict.
With the core secured we would have a safe base of operations to take the war to them directly.

I suggest that it is time that my people be allowed to begin ship production, our history within the empire has been one of complete obedience to the emperor and we have always acted with honor.
Does anybody have a reason why we could not be trusted?
