Is that all? HA HA What I MEANT to say is that OBVIOUSLY all donated armies are sent to the Capitol, and if they aren't assigned anywhere by the Emperor (which they weren't) then clearly they must still be there! Yeah, that's entirely plausible...

Our intel suggested 18 Armies to the Core, and none elsewhere. Clearly, our information was faulty, which is BAD since I was throwing... 15 at the Conclave Intelligence network directly, and I think it was 17 at Fleet intelligence. We need to know how badly we were off.
