Anyways, I've been reading the rules again, and I've been wondering:
the constitution mentions research on 2 separate occasions, but it's not referenced anywhere else in the rules. Is that merely flavor text, or were some rules forgotten?

The rules are in fact concealed!  I will reveal them to players who try to illegally conduct research on Hidden worlds, but they're pretty much straightforward - spend Specialists for a % chance of developing a technology.  Since most conventional techs are already researched, it's pretty much only the illegal or deeply unethical ones (planetary mind control, anyone?) that are possible to research.

On the other hand, if the Emperor mandates legal research I'll reveal those rules publicly too.  You'll need to create a Research world, among other things, which is basically an Academy that doesn't produce Specialists (same cost).  Legal research has less impressive results, lower success rates and no chance of horrific disasters happening as a result.

a) a proposal is already being voted upon
b) it hasn't been seconded (hint, hint)

Well if everybody is allowed to build fleets the game will implode and die within a month so won't have a major impact really.

Since inevitably somebody is going to get in somebody elses way, he's gonna get annoyed and attack said person, it's gonna spiral and then game over when everybody is to busy fighting to think about the conclave, if they don't crush us all first because we've announced to the entire galaxy we're going to attack them.
Or if that fails, then people will run out of supplies and start trying to take it from each other ending in the same result.

Although it has to wait until after the emperor is elected anyway .

Yes, because Bay12 is well-known for sheer stupidity. Even when it's been pointed out. And people never band together to eliminate destructive aspects of their society.

I think as long as we find enemy NPC faction targets to beat up on, we will be fine. Most of us are smart enough to prefer fighting with somebody who isn't a fellow PC.

Dwarf Fortress reference, if it needs explaining.  Try looking at something when it's on fire and you'll see it flanked by double exclamation marks.  As in, !!pig tail socks!!.

It's an expression on the forums. It derives from the DF slogan "losing is fun" with the added comical effect of the word being "on fire" in the typical DF marking style. What it boils down to is that a story where you epically lose can be as fun as one in which you epically win, and is certainly more fun then the one where you just win as a matter of course.

More likely what will happen is everyone builds up a fleet, one idiot attacks, everyone gangs up on him, nothing more happens except me saying "I-told-you-so".

Oh ok.

Well trusting me is relatively simple, my entire species is based on absolute loyalty to the emperor. Literally if every single one of you decided together to replace him, you outnumber me 1000x to 1 I will still stand in your way until you kill me.

If I was to do something against the emperor my own people would crucify me for it.
