Wait so Victoria's such a cuckoolander that something which induces insanity doesn't work on her? I think somewhere along the line my initially planned characterization got derailed. And deplaneted. And somehow or other landed on a set of non-euclidean set of shipping rails in an eldritch dimension powered by how convoluted this metaphor is right now.

Okay that could make sense, if it can't drive things like Victoria insane, then I guess it would similar to a security measure to prevent unintended use.
