I have some injured dwarves but it is winter.

Can I get water to them when all on the water I know of is frozen?

Nope, unless you find an undderground river/lake the water wont thaw until it warms up. You could create an underground resovoir thats not open to the surface, that way it wont freeze and your dwarves will be able to use it.

"Crumpets!" shouted the Captain in glee.

It is possible to melt ice, but only through careful manipulation of magma. Otherwise you simply have to wait for the thaw.

As noted, subterranean water does not freeze. So it's worth setting up a cistern next time you get the chance.
