Restrainig a dwarf were-creature

A human were-lizard showed up on my and fort managed to bit and badly mangle my expedition leader, transformed back into a human, another dwarf managed to kill him, then the Dwarven caravan showed up and the outpost liason beelined to my agonizing EL, apparently this prevented my EL from resting injuries/being rescued, the EL had "conduct meeting" as her job.

So the OL waited there next to my EL and the next full moon came... my were-lizard EL bit the OL, they both survived and my EL turned back. They conducted the meeting and the OL is on his way out of my map.

Just for SCIENCE, I save-scummed and distracted my EL with other jobs so the OL stayed until the next full moon and they both transformed. :D

Anyway, now I want to chain my EL (which I'm going to demote) so she doesn't harm the rest of my fortress. Is there any way to do this?

Aside from accusing the EL of a crime... which may just end up getting them hammered instead of locked up... it's not easy to chain up one of your own Dwarves. It's easier to cage them, or lock them in a room with a hole in the ceiling for food-drops.

I was thinking, could I cage him when he turns, then have my dwarves remove him from the cage walk him like a captured prisoner and restrain him while he still is in were-lizard form?

I think werecreatures get caught in cage traps. Maybe you could trap him in a room with cage traps, get him transformed and then chain him up from cage?

I did it with weredwarf who came from outside, fearing loyalty cascade if I kill him in dwarf form.

Cool, but wouldn't this likely lead to tongues having a '[SPEACH]' tag, and thus via necromancy we would have nearly unkillable reanimated tongues following necromancers spamming 'it is sad but not unexpected'?

so this is my setup:

I placed my were-lizard in a "cell" separated from my fortress by a couple minecart airlocks, basically the track stop at the bottom is set to pick up food, drink, and input items for worlshops, then it's pushed over the pit and stops on the track stop on the bottom left, this one is set to auto-dump to the stockpile tile on the north and to be pushed back by my prisoner.
The stops on the top lane are meant to get the output from the workshop and deliver it out of the cell in the same fashion but in inverted direction (I haven't finished setting it up yet)

So a dwarf on the outside grabs the roasts, the plants to be milled/items to be pressed and it's also suposed to grab that barrel with my were-lizard favourite booze, put it in the minecart and push it, and it will autodump on the other side, where my were-lizard is going to be supplied and can even get to work by milling/pressing stuff. The main problem is that my dwarves don't want to put the booze barrel in the minecart, I know there's a problem with minecarts and barrels but isn't there a workaround? I even set up the stop to pick up barrels and large pots/food storage and of course drinks to no avail...

My were-lizard seem to get only thirsty when he's on dwarf form and gets "cured" of thirst when he turns, I'm guessing he doesn't really need booze/food but I want to use the set up for normal dwarves too. Any ideas?

Can't you just use burrows?
Burrows won't hold a turned were-creature away from my other dwarves.

That would be potentially harmful to the dwarf if it happens to fall on his head, and the point is to have an automatic system without micromanagement.

I suppose you could just give him the ingredients and put a still in the cell.
Pretty luxurious for a prison IMHO.

They're nearly as bad as badgers. Build a couple of anti-buzzard SAM sites marksdwarf towers and your fortress will look like Baghdad in 2003 from all the aerial bolt spam. You waste a lot of ammo and everything is covered in unslightly exploded buzzard bits and broken bolts.

On the subject of restraining a were-lizard, can they break out of cages when they transform? I just got attacked by one and hopefully my horse foal was infected, but this is only a new fort so I don't have a containment area yet and want to save the were-lizard for later use.
