Keep in mind that I won't really be polling this thread for opinions anymore. Any news regarding important decisions/plans I need input on will only be noted and discussed on our new forum, so if you want in on that REGISTER. We only have half of the alliance on the forums, and I'd like more. You're much less likely to get help if you're not on the forums, and you won't be involved in any future top sekret plans.

It will show up just like rifles did. 

You have the option of buying eastern tanks that cost 2 less oil or western tanks that cost one less oil than the built tanks.  The built tanks though are straight up 200k cheaper than the others.

It's the factories that make the built tanks actually cost as much as the western tanks, though you will start to see a better return as you progress past that tech level.
